A guy I know bought a brand new Honda Ruckus only to be ran off the road a couple of weeks later. I'd run him off the road too if he came over and started beating off in my living room.

In KS, if you witness an accident you are supposed to stop. Doesn't matter if you're not physically involved in the accident. You stop and tell the cop what you saw/heard/etc.
And my Momma will never ever get to see that video. She's already certain I'm gonna' die, every time I drive my scoot.

Witnessing an accident is not a crime however leaving the scene after witnessing an accident is at the least considered unethical and is a crime in most of the world.
The girl in the video was not straddling multiple lanes as there was only a single lane there and the person passing her is clearly at fault hitting her as he passed with his wide load.

^^^ You do whatever you feel is right, I suppose.
Me, I stopped and was late for work because I witnessed the gal behind me get hit from behind.
And both Mom and I witnessed for the construction worker that some jerk tried to run over. We both told the cop, when he asked if we thought the guy meant to hit the worker, "I think he meant to KILL the worker!"
And when the lady came too-damn close to rolling her car on the highway, I stopped behind her on the shoulder, just to assure her that she was okay. No accident that time, thankfully. Just a very scared woman who I think very much appreciated the comfort I gave.
Being a witness is very important. But if your whatever is more important than helping out somebody (yes, even somebody you don't know at all), then whatever back at'cha, dude.

I think over here, unless the guy with the cam, and the other guy wheren't paying attention to what happened before them, they should stay and leave a testimony. The other guy that the woman hit should have stopped, and he did not (he drove off).

In Malaysia they have separate motorcycle/scooter lanes like that. The laws there are likely different than here of course. It did look like the person with the wide load did stop up ahead though. I would consider it unethical to not stop and assist or render aid if neccessary. But people in other countries may have different ideas about it though. That was a bad accident I hope the scooter rider came out of it Ok.
