I was just givin a bill of sale. and the bike was bought brand new. It had never been titled before. How do I got about titling it?. Thanks.

If you bought it brand new the dealer should have the MSO or MCO from the manufacturer. ALL DEALERS KNOW THIS. WHAT DEALER did you buy it from?
WITHOUT ONE YOU WILL NOT BE ABLE TO TITLE IT PERIOD. Alleyoop

I had bought it off a dealer on craigslist. It was sold to me as recreational use. what is the MSO or MCO

I took my cert of origin and bill of sale/receipt showing cost of vehicle down to the DMV . They created a new title in my name and registration and plates. The hardest part was writing the check.

Yep go to the DMV and see what they say. But many do this just because it is a great deal. You have to think ahead and ASK YOURSELF why is this NEW SCOOT or whatever SO CHEAP!!
If buying anything that has to be registered or titled, IF NO CERTIFICATE OF ORIGIN OR TITLE WALK AWAY no matter how cheap it is. YOU are the one that is going to have the troubles not the one that sold it to you, unless of course you take action on that person or outfit but it will cost you big bucks. Alleyoop

New should have a MSO . Now depending on your state laws one can file for a lost title providing the scooter is not stolen

And What he said was that he was surprised he didn't give me the title. He Said he has all the titles for all the scooters he sells and told me to pick it up on monday.
One thought tho. Is a title something you can just print out?. I'm confused.

No the state issues them and they are on special paper with the states seal and signed by your states person in charge of all Vehicles. Alleyoop

See what the number is on the frame and what the front nameplate by your knees/shins on the scooter.
The VIN number will go on the title and I believe it was on the MCO when I got my scooter titled.
Giving this guy the benefit of the doubt, hopefully it was a mistake and he has the exact MCO for it. But when you said he said it was for "recreational use" is a red flag he was conning you. Its not like you bought a dirt bike or 4 wheeler or off road vehicle.
Keep all the information on this guy. If you think you were conned you can contact the police and they can make a police report and sort it out if need be.
