Chapter 307 Vehicle Equipment Regulations Section 307.170

Other equipment of motor vehicles--violations, penalty. 307.170. 1. Signaling devices: Every motor vehicle shall be equipped with a horn, directed forward, or whistle in good working order, capable of emitting a sound adequate in quantity and volume to give warning of the approach of such vehicle to other users of the highway and to pedestrians. Such signaling device shall be used for warning purposes only and shall not be used for making any unnecessary noise, and no other sound-producing signaling device shall be used at any time.
2. Muffler cutouts: Muffler cutouts shall not be used and no vehicle shall be driven in such manner or condition that excessive and unnecessary noises shall be made by its machinery, motor, signaling device, or other parts, or by any improperly loaded cargo. The motors of all motor vehicles shall be fitted with properly attached mufflers of such capacity or construction as to quiet the maximum possible exhaust noise as completely as is done in modern gas engine passenger motor vehicles. Any cutout or opening in the exhaust pipe between the motor and the muffler on any motor vehicle shall be completely closed and disconnected from its operating lever, and shall be so arranged that it cannot automatically open, or be opened or operated while such vehicle is in motion.
3. Brakes: All motor vehicles, except motorcycles, shall be provided at all times with two sets of adequate brakes, kept in good working order, and motorcycles shall be provided with one set of adequate brakes kept in good working order.
I was expecting Missouri to be more strict on this law, because of so many accidents involving motorcycles. A motorcycle only requires one good working brake in Missouri.

Old motorcycles only had one brake. Some Harleys did. It was supposed to be a cheap thing, a motorcycle, compared to a car.
And people still owning 1 brake motorcycles, usually are seasoned riders, that know how to ride carefully

I think it says one set. Last I heard a set consists of more than one!

Perhaps in today's traffic, especially in the cities, 1 brake is suicide. But I guess there are some states where the majority of riding is on freeways or country roads. In that case, 1 brake would do for 99.9% of the braking; and I guess these states never had enough accidents to put ammendments to these regulations.

howdy, i'll probably catch flack, but to me that reads such that all the tires need brakes(a set) on all vehicles with additional emergency brake which is the second "set". motorcycles need a "set" that is brake on each wheel but do not require emergency brakes. that's how i would interpret it

It reads "motorcycles shall be provided with one set of adequate brakes kept in good working order". Note that is says a "SET" of brakes not just a brake on one wheel that means a dual master cylinder is not required as it is in vehicles with 4 or more wheels. As Ken brought out it could be covered by the emergency brake especially in older vehicles that do not have a dual or split hydraulic brake system.
