most specs I've seen say 15 ft/lb. those are the head bolts

Although the cams may appear the same to the naked eye, they are not. a whole thread was just written on this.
Go to the garage area 50cc-200cc air cooled, jump to page 3 go to a9 cam,see what carasdas posted there. he did the actual measurements on the cams

I was going to suggest that you check the belt too. If you do end up replacing the weights(not bad if you got 11k out of them-they owe you nothing) ;D Replacing the belt at the same time should re-juvenate your ride. I would remove the cvt cover, and clean and inspect everyhing,and replace whats needed  If you have been happy so far, just replace whats in there with the same |

All I can add to what has already been said is- If the person meets all the criteria stated in the above responses, and you still have a gut feeling that you shouldnt let that person ride, DON'T.
It's not worth the stress. someone else will come along you may feel better about.
