Take the valve cover off. If the tops of the valve stems are higher than the top edge of the head they are 69mm valves. If the tops of the valve stems are at or below than the top edge of the head they are 64mm valves.

In the short term you might try vigorously bouncing the back end of the scooter to dislodge the float or whatever is blocking the float valve. In the long run you are better off getting a new accessible carb as Alleyoop suggests.

You don't need to line up the timing marks on the flywheel. That is just an unnecessary extra step. Just line up the holes on the cam sprocket and check to make sure the rocker arms are off the cam lobes. And yes, do the adjustment on a cold engine and recheck the gaps after you tighten the nut down to make sure the adjuster didn't move.

Dried out o-rings or fork seals maybe. Try wiping a little oil on the fork struts and work them up and down and see if it goes away.

Every gy6 can be a little different. One can tick tick tick at .002 and the next one runs quiet at .004. Find what yours like I guess. Although as long as it doesn't sound like shaking a can of rocks a little tick tick isn't going to hurt anything.

He replaced the sparkplug. Maybe the woodruff key is broken and the timing is off? Still needs to check compression. He is spraying carb cleaner and/or fuel into the intake and getting nothing, not even a pop. Even if the timing is off and getting spark it should at least pop.

You need to get a compression test gauge and check your compression. Look for one with a 10mm adapter. When you check the compression, hold the throttle wide open as you are turning the engine over so that you are pulling in as much air as possible. Let us know what the highest reading is.

Yes that is on the tight side. But if everything else is good it should at least pop when you spray carb cleaner or fuel in the intake.
Do you have an air filter installed?

Did you set the valves in inches or millimeters? The measurements I gave were in inches. .004 inches equals about .1 mm.
You said you set the valves to .04/.05. If that is in inches it is too loose. The valve won't open enough to let air through which might explain why your finger is being sucked into the plug hole on the down stroke.
If your feeler gauge reads in millimeters then set the valves to .1mm
If your feeler gauge reads in inches then set your valves to .004 inches.

Yes, take the carb apart and clean it. Also, replace the fuel filter.
Pictures of your vacuum hose setup would be helpful.
If you have spark and compression it should at least pop when you spray carb cleaner in the intake so I would check those valve gaps. .004 inches on the intake and ,005 inches on the exhaust.
