Manual says 170 and 190 kpa (25 and 26 psi)
Plate on bike say 40.6 front and rear (no kpa or psi indicated) I assume psi...Which one? The tire max psi is 40

Stock would be 35PSI per tire. I've had my tires of my EVO150 come at 40PSI from the factory, even though they are rated only 35PSI; and they're still ok.
The correct tire pressure you won't find in the manual, nor on the bike itself. Others can give you their preferred pressure, but the correct pressure would be found on the sidewalls of the tire itself.
Reason being, chinese parts constantly change, so what's a good tire pressure for a tire now, can be a bad one for a next batch of scooters they're making.
So my advise: READ ON THE SIDEWALL OF THE TIRE!!!
And try to keep it at that pressure. Too low, and the tire will wear, and the scoot will go slow. Too much, and the tire can develop blisters, and eventually pop.
If you keep it as correct as possible, you'll have many years of riding pleasure out of them!
