just think about the problem described and try to answer the question stop scaring away the newbs
almost all the scooters have the same ignition coil but yours sounds fine. your cdi may be a little off and it's super cheap to pick one up off Amazon or EBay just check to make sure the plug is the same otherwise its always a good idea to look for loose connections and bad grounds when you have electrical weirdness

these tanks have a steel hose bib welded or brazed directly to the bottom of the tank before the clamshell is welded together its not something you can take apart
If you needed to you could drill out the old and fish in a new one but it would definitely be a project.

backfire is when flame pops either from the pipe or the carb in a one cylinder motor it is caused by a leaking intake valve allowing fire into the intake plenum full of mix, a leaking exhaust valve pumping mix into the pipe followed immediately buy hot exhaust usually won't even run if it is that bad as a single so not very likely, or if it is running rich do to the idle circuit being extra rich. A normal stock exhaust pipe is so long and bulky that the rich exhaust is either cool enough not to burn when it hits the O2 rich air or it has a cat.
so check cam timing and valve gap
its not likely to be caused buy an electrical problem because with only one spark plug wire it can't cross fire and there is no adjustment to mess up on the pickup

if you have pressure in the case it can be caused from blowby check for scoring on the piston or cylinder wall smoke from the vent hose is not a good thing

put the new filter before the petcock so it stays working sounds like you don't have the cleanest tank you can clean your tank by removing it filling it with a cup of BBs and giving it a good long shaking

I already ordered the Gates PL20709 it is 846-20-30 but its only really going to be good for a little extra grunt and not enough to work with when changing belt routing

does anyone know how to find a belt longer than the 842-20-30 an 852-20-30 or close to it would be great
I am doing some experiments with ratio expansion. I think I can get a lower starting ratio and still maintain the same top cvt limit with a mild geometry change and an idler pulley or possibly an overdrive depending on how long a belt I can find

I did the same thing with my spark after the original vibrated itself apart it works far better than oem and won't shake apart
back pressure is only required inasmuch as you don't thermaly shock the valves and burn them out. Also exhaust does not effect the mixture like messing with the intake side does but the mixture does effect the exhaust

gas cap vent is not prone to clogging on scooters and there is an overflow tube connected to the top of the tank that would do the same thing if the vent was plugged most likely suspect in a no fuel situation is a bad pump a bad vacuum connection a bad petcock a bad filter

there should be a .25 inch thick plastic spacer you can make an intake gasket out of cereal a box it works better than you would think I use one between the plastic spacer and the head
I don't think oil should be involved in the carb nor should a bubble form from what should be a vacuum I don't understand

well... if you want to cheap out when making parts you can skip the hardening process when making spring clips it looks the same and for a little while it works the same but vibration will over time beat them loos
