So finally get it running but only by spraying gas into the intake of carb. The fuel filter shows no fuel coming from the tank. I bought a new valve for the tank and it is not working. I even reinstalled the old valve and still nothing. Any idea how to get the fuel flowing?

My first guess would be that the fuel valve is not getting good vacuum. IE you have a vacuum leak. I would target this first. And check all the vaccum hoses to see if they are deteriorated. You can find youtube videos for how to test a fuel petcock.

Had similar issue recently and it was a crack on intake manifold. No vacuum no fuel !!

Are you sure tank gas cap vent is not plugged up ?

gas cap vent is not prone to clogging on scooters and there is an overflow tube connected to the top of the tank that would do the same thing if the vent was plugged most likely suspect in a no fuel situation is a bad pump a bad vacuum connection a bad petcock a bad filter
