Good News! I found some time and replaced the stator (turns out I super bad needed an impact wrench, so I'm getting one for my birthday in two weeks- happy birthday to me present), and now it reads a healthy 14 volts when Idling! I am very blessed to have it work. I ran into a few hiccups (fun fact: make sure you do NOT accidentally flatten the threading on the flywheel: that mistake coast me two hours), but all in all, it went really well.

Also, if you know how to put a "Resolved" banner in the title, feel free to let me know so that others with similar problems can give this a look-over.

I'd actually had a cool experience where I bought a scooter and was promised a title, but the dude fell through, and I felt super dumb (it was my first time buying one). I took the bill of sale to the DMV, brough pictures, filled out a title form, and they gave me a little bit of hassle, but when the manager was cllaed over, he looked at the pics and the price, and just said, "Well, it hasn't been registered in about a year. Just give him the title, not like anyone's missing it." Boom. Title in Hand.

So I was trying to do this project all on my own, but I'm gonna swallow my pride and ask for some help.
The bike has electrical power, turns over just fine, but it won't start. That is, I turn it over, and it cranks, but it won't start idleing.
I've pulled apart the carb, cleaned it, gotten everything in it's place, replaced the fuel, put some seafoam in, changed the oil, and checked the spark plug (there is a spark). The fuel line doesn't seem to be giving a lot of fuel to the carb, because when I disconnect it from the carb and crank the engine, not a bunch of fuel comes out, just a little bit.
Any ideas? I'm open to any suggestions.

So I decided that I'm gonna replace the stator. I decided that after checking the connections and the continuity. I haven't yet gotten the flywheel bolt off (No impact wrench and limited time to rig up a system), so I'll be getting that done soon.

I just checked the gaps on the coil of the stator to the flywheel in order to see if the gap was to large, and it was at 0.010", so the gaps are at the right place. I nee to double check the stator itself, but I've gotta get an impact wrench first. What else can I check? anything?

I checked the red wire from the r/r to the battery, it's fine. The ground looks okay, too. Is there anything that causes lights and front dash light to go out, along with not letting a battery charge, that is not the r/r?

4 pin regulator? Did you add anything electrical or change anything electrical? John Standard 4 pin regulator, yep. Yesterday I had tried out my other regulator from my hinda, but I put it back. The new regulator is installed currently, and nothing else was unplugged.

So I put in a new rectifier, and it still won't charge my battery very well. When I rev up the engine, the voltage increases by like .1 or .2 volts, but nothing in the 14's where it is supposed to be. My front lights didn't work this morning either. It's electrical, but I'm not sure where to look. Help?

So I did what you said. When it was fully charged, it read 12.63 volts, and after a night of just sitting there, it read 12.53 volts. So I'm assuming the battery is fine.
I rechecked the battery, and now when I rev the engine up, there is absolutely no change in the voltage. However, the front lights get brighter, and so does the instrument panel. I'd imagine that this means that the stator is working and bringing power to the front, but when it is getting changed from AC to DC voltage, something happens and it doesn't repower the battery.
So, I'm going to change out the regulator when the new one comes in, and then I'm going to check the wiring and see if there is a wire loose. Hopefully this will be finished up by the end of the week!
Any other suggestions or insights, however, are greatly appreciated.

Hey everyone. I've got a problem with my Roketa 150cc not charging the battery the way it ought to. I have to pull my battery out every week or so and charge it up on my tender, because it dies every week or so. The battery is less than 6 months old. Here are some things I have done:
-Checked if voltage increases when I rev up the engine. It goes up, but it doesn't go up by more than like .5 volts or so, and never up to 13. -Checked the regulator with my multimeter. It would increase power just a touch as well when I reved it up, but it wasn't significant. -Changed out regulators from my Honda to my Roketa, and test it. Still not a big difference. -My brake light is always on super bright. It doesn't dim when the brake lever is resting: It's just on bright, all the time. -When I disconnect my brake light (For the test alone, NOT for riding on the road), the volts given out by the battery while turned on but not running (like when I turn the key) are around 12. When I have the light on, Its about 10 or so. -I haven't checked the Stator because I don't have an impact wrench to pull off the big bolt.
Any Ideas?

Guess what?!? I took some time yesterday to clean out the carb (it was a bit difficult to remove it, I learned), and when I put it back in, the scooter started up! It didn't idle very well, though, and kept dying after starting it up, so I'm going to have to adjust it a little bit more to get it to it's right place. Also, I found a small spring after cleaning it out that I' sure came from somewhere in the carb: I'll have to figure out where exactly it was from. It might be the cause of the idle problem. But yeah, I'm super stoked! I feel really accomplished: that's the first time I was able to get something from nto working at all to starting (at least a little bit) without asking for help. I'll keep yall posted!

Could be, but the cheapest one that I could find is over 60$, and I'm more looking forward to working on the bike than I am to anything else, you know? I really enjoy getting my hands dirty: the ride is the icing on the cake for me. I've learned a ton on the forum, so I betcha I can get it up and going without a ton of trouble.

It's a 2002 Honda Elite, 80cc. I got it from a local clergyman whose son used it through college to get around. It's been sitting in his garage now for a couple of years, and he wanted it gone. Posted it on the local version if Craigslist (KSL) and I had it that day! I got it and had time to look at it today. The electrical didn't work, but I figured it wasn't a big deal. I changed the blown fuse, and BOOM, lights are on and the starter works! It's been sitting for ages, though, so the carb is all junked up and it won't start and run, but it's working!!! I'm going to change the oil sometime soon, and clean the carb out (maybe soak it for a few days), and thwn report back. Hopefully I can either switch this one to my main scooter, give it to my wife, or sell it for a nice profit!
