Let me see does you finger tell you what PSI you getting because you need at least 150 psi and most of the time you need to crank engine over around 3 time min.

well maybe if you flood the engine with oil but in real world test says a table spoon of oil and can't see that working. Remember I'm talking about what schools teach and and tech manuals say.

check intake for leaks or being loose, I believe the intake is made of molded rubber is so take it off and look at it closely, for cracks if it has a spacer under carburetor. Check it also if it had it did you leave it off?

Valve time? if you add some oil with bad valve time compressing won't change

Is this a water cooled motor or air cooled, If water did you check coolant level and oil ?

You may have a real problem you need a good 125 psi it looks like rings are bad but maybe cylinder wall maybe also a problem.

put a little oil in spark plug then check again if better ring problem. If no help valves out of wack you should be at least 125 PSI of better to support fire.

remember assume is a bad word taking spark plug out is easier and doing a compression will tell the real story it will tell you a great deal.

when you had head off did you put a flat edge across it to make sure it was flat ? The head my be wrapped only guessing but it is the only conclusion I could come up with.

I would check for a vacuum leak check at base of carburetor and if the intake is made of rubber look at that real close and make sure its tight around carburetor
