Yea sounds like you may have a bad vacuum operated fuel petcock, either it is bad or not getting enough vacuum to make the fuel flow. I would either replace or just get an electric fuel pump.

I would say make sure to check all the brake lines, pull the body panels check all the wiring, depending on how and where it was stored at want to make sure no dry rot or mice chewing wires, or just any small animals getting into and making a nest or anything in there.
edit: hope not coming across as if you don't know what your doing, posted before I really noticed who OP is.

Yea that's exactly what they did I bet, so they are giving me a refund of $30.00 for the carb, I can get one on line for under that with free shipping, but then have to wait for it to get here, or the scooter shop here has chinese carbs for 45 or kenhi for 60.

You didn't say but did you check to make sure what your voltage at the battery is? It is possible when it shorted out it may have shorted the solenoid or the battery. If you jump the solenoid will it start, if so it is probably the solenoid, when you check the voltage to the solenoid do you have correct voltage? Does the solenoid click when you press the start button? If the solenoid clicks, have correct voltage, and no wires melted may have even shorted out the starter motor itself. I may be way off just tossing some ideas out there.

It didn't save what I said , anyway, I checked they were not bad, however is missing the gasket for the fill bowl, I sent them another email letting them know I am not happy, if this carb doesn't work I am telling them to refund me or I will dispute the charges with the C.C. that was used.

Yea they seem to be an ok company to deal with, wouldn't suprise me if they get the motors in from their supplier and then just sends them out never actually checking them. I just hope that it is a new carb they are sending me and doesnt take too long, I miss riding already.

So should have the tracking info for the new carb, in the next day or so. Just hope it is a NEW carb and not one that had been laying around. Will update when I have more information.
