is the the cdi ac or dc? I would hold off on ordering a harness, put up some pictures of the cart.

After reading all of this, I can see where you are pulling your hair out. Correct me if I am wrong, you have spark and compression and have sprayed starting fluid into the throat of the carb and still no joy, by the way I would use crab cleaner instead of starting fluid, starting fluid can cause issues in these small motors. . You adjusted your valves and still no joy. Here is where I would go next, remove the fan shroud from the right side of the motor and the valve cover., inspect that the flywheel is tight to the crank, remove the spark plug and then rotate the crankshaft by hand until you are at Top Dead Center as indicated by the mark on the case (at approx the 9 o'clock position) and the "T" mark on the flywheel. Now take a look at the cam gear and make sure that the two small holes are aligned with the top of the cylinder head and the the large hole in the gear is straight up. If this is not correct, check that the woodruff key did not shear off the crank and has allowed the flywheel to move, if that is okay, then re time the cam.

You need spark fuel and it all has to happen on time,,, you got everything but it's not firing on time,,, flywheel key sheer?,,,, Itx gotta be out of time,, or the Cdi is wonky and it's just firing indiscriminately which I doubt highly,,, flywheel is moving around,,,, I'll put a twenty spot on that,,, major edit,,, toss the cam chain?

Are you sure the valve timing is correct? IOW, did you check it when you were doing the valve clearance check? Not clear on what you are asking. How do I check the timing when doing the adjustment? I used large hole centered on timing chain wheel on top of the head to set motor.

The cylinder should be soaked after all starting attempts, is the spark plug "wet"? If not, it's not getting fuel, check intake valve! Not sure what you mean by check intake valve, valves already adjusted, intake elbow and carb are new.

If the valves are opening & closing at the wrong times you can't produce an explosion, so no engine running. I presume the timing isn't TOO far off because your compression, though low, isn't terrible. But that might be the cause of your non-start. Valve timing is checked and/or set with the valve cover off and with the engine rotated to the "T" mark on the flywheel. That's why I asked if you verified it when you wree doing the valve clearance (also with cover off and flywheel at "T"). The valve timing is set using the chain that links the valve camshaft to the crankshaft. There are several videos on how to do this, but it's pretty simple. First, rotate the engine to "T". Then, looking from the laft side (left when sitting on the scoot) visually check the chain gear of the valve camshaft. The face of the gear has 3 holes - 2 small and 1 bigger. The big one should be facing up, at the top, and the 2 little holes should each be approx at the level of the cylinder head. If that's the way it is your valve timing is correct.

I have a question about when the problems first started happening. Did you buy it and it didn't run? Or did it stop working one day after you took it for a cruise? Bought not running. Thought it would be an east fix like every other gy6 I have owned.... nope! I bought a scooter for $150, got it running in 15 minutes. Bought a GY6 go cart, put a new carb in it and had it going in no time..... this is the only GY6 I have really struggled to get going.
