When I turn over the kick starter when the bike is cold,there is resistance,not a crazy amount but you can feel it,when I ride for a bit the kick starter is very hard when it's on the compression stroke,why is this?

Compression stroke is going to be harder. What are you riding, tell us what your bike is, make model, displacement and year.

The compression stroke is exactly that: Compressing the air and gas into a smaller and smaller area (that being the cylinder and the piston making the combustion chamber smaller and smaller), thereby creating resistance. I should have wrote that different,I mean when the engine is hot the compression is more then when cold,I feel a lot more resistance 150cc

When metal gets hot it expands so now any small leakage has been closed off and you have more compression. When cold metal parts contract a hair and any imperfections in the metal may cause a little leakage and cause lower compression.
Take a lot of oil leaks on a motor when hot they usually will not leak but let it cool off and all of a sudden you see oil drips on the ground. Alleyoop

Physics 101. When the engine is hot the piston rings expand and seal better than when they are cold. That is why you should avoid heavy throttle after first starting a scooter and let it run 30 to 60 seconds before starting off. A good number of folks who have oil purg tube issues do so from going too heavy on the throttle before the engine has warmed up enough to expand the piston rings. Simple but effective method to ensure this is to start your scooter on the center stand before putting your gloves on so that by the time you have finished putting your gloves on, put down the sheild on your helmet and taking it off the stand everything has started warming up and the oil has begun moving back to all the right places again.

No smoke at all,I let it run a minimum of 10 mins before I start on my way in the cold.prob just wasting fuel but I feel better doing so,I was just thinking it should be almost as tight when cold but there is a noticeable differance.plus my vent never blows oil only some watery looking stuff

That watery looking stuff is probably condensation do you keep you scoot outside, noticed your in the colder part of the states. Alleyoop

10 minutes may be a bit of overkill even in Wisconsin really only a 30 secs to 1 minute possible 2 are all that is required and then wait untill you have ridden a city block or two before going to wild on the throttle. People who have the most trouble hit WOT the moment they get going and peg it to start off before the piston rings have started to expand again.

It's stored in the garage at all times under a cover,then about an hour before I start it I put a small electric heater blowing on the engine to aid in easyer starts,I do this if its bellow 30 or so.

Then you probably don't need to wait more than a minute before you head out. A 40 or 60 watt trouble light left on the floor under the bike would probably take care of things too.
