Let me ask this Devin, in this video are you HOLDING THE START BUTTON DOWN and it is turning over like that, spinning and stopping, spinning and stopping? If so then NO the kick start will not help. Even on hard starting motors when you hit the start button and hold it for say 10-15 seconds the motor should spin and NOT STOP and START LIKE YOURS. LOOK AT THIS BENDIX and the GEAR that the Starter engages. And look at YOUR BENDIX on your scoot to me it looks like teeth are missing on yours WHICH would explain the SPINNING AND STOPPING and SPINNING and STOPPING.  YOUR BENDIX:  |

Look at the piece behind the belt that I am pointing to . Looks like a piece of belt that has was broken off and is stuck back there It could be holding the Variator from turning. Alleyoop  |

Looks like the belt had shreded before and it was not cleaned out. You need to take the Variator off and make sure there are no pieces of belt causing some binding.  |

Yep, that could be the whole problem with that scoot.

Best thing to get is an IMPACT WRENCH you will also need it for the clutch nut. Or get tool like this or make one up yourselft to hold the Variator Fan plate or Clutch bell while you unscrew or tighten the nuts. Alleyoop www.ebay.com/itm/like/271712296070?lpid=82&chn=ps  |

Sooner or later you're going to have to get the nuts off the variator and clutch anyway. The rollers and the 3 "v" guides that are in the variator need replaced over time. I wouldn't be surprised if they are overdue for replacement. Maybe even your belt, too, especially if that piece of fuzzy belt in the pic is coming from the belt you have on there now.
How many miles does the scoot have anyway?

Bando or Gates belts are the best, do not get the cheap ones they will shred and break really quick on you.
As far as the size the one on there looks to be the right size, the size are printed on the belt like:
669 x 20 x 30
Did you check the teeth on the BENDIX and are all the teeth on the gear? Or was it just the way the picture was taken it looked liked like it had missing teeth on the gear.
