www.ncleg.net/Sessions/2013/Bills/House/PDF/H1145v5.pdfTo register the moped, the owner would have to provide a manufacturer's certificate of origin, which is like a title for a car. If the owner doesn't have one, he or she would have to go through a Division of Motor Vehicles inspection to obtain a registration and plates. The cost would be $18. The bill would require moped owners carry bodily injury, property damage and liability insurance. Drivers would have to pay either a $15 or $22 registration fee depending on whether the bike has a sidecar. Drivers would also pay a $40 title fee.

Welcome to California. Oh wait, I think if you don't have a manu cert, you're just screwed in CA.

That is good news. People can get crippled for life or can die in even in falls from a bike standing still. 25/35 mph uninsured on a 200+ lb bike is just a bad practice that has gone on way too long.

So...do you then support the same thing for bicycles?

In Kentucky I pay $105.00 a year for insurance on my 150cc + tax / tags. Insurance = 29 cents a day / $8.75 a month. Not bad. Given the economy and gas prices, more people may start riding scooters. More people riding scooters and paying taxes and insurance means a bigger voice for scooter riders. Enough people complain and they might change those electromagnetic coils in the pavements at street lights so they will actually change when my scooter is at the light.
