Just a heads up, Indiana scooter laws are changeing though some might want to give it a read. INDIANAPOLIS (WISH) – Come January, scooter riders will have some new guidelines to follow. Some riders 24-Hour News 8 spoke with say it’s a step in the right direction, but there are still a few kinks to work out. The new law creates a few more hoops 50cc owners will need to jump through, but it still doesn’t keep unlicensed drivers off the roads. “It’s really surprising. All of our neighbors – Illinois, Ohio, Kentucky – have to be licensed. You have to have a plate,” said Mike Tockey, Speed City Cycle & Scooter owner. Until now, driving a 50cc moped has basically been unregulated. On January 1, that will change. Among new regulations is required tags. Jeffrey Carpenter was at Speed City shopping for a scooter for his soon-to-be 15-year-old son. He says regulations are for a reason and believes it can help make streets safer. “They just want to know just in case of an accident or something, that whatever they’re riding is registered,” said Carpenter. Ask any member of the scooter community and you’ll hear story after story of theft. “I’ve had customers lose their scooter in the first day, in the first hour, at gunpoint,” said Tockey. “Even though you lock them up, people still come by with bolt cutters or anything and they still will steal them,” said Carpenter. The state hopes registrations can at least help recover stolen mopeds. But it doesn’t keep habitual traffic offenders from taking them for a spin. “Traffic offenders are still flying below the radar,’ said Tockey. The new bill will not take away 50cc mopeds away from unlicensed drivers. They will just need to take a sign test, have a state ID, get the plates and stay under the raised speed limit of 35 miles per hour. It’s a privilege still less regulated than most US states, but it’s something. “I think that the state is doing this to quantify the number of 49cc bikes that are on the road,” said Tockey. Tockey estimates there are about 50,000 50cc’s on Indiana roads right now. Riders 24-Hour News 8 spoke with aren’t completely satisfied with the law, but say it is a step in the right direction. Scooters with engines bigger than 50cc’s already have to have plates, and drivers have to have a license. Many of the mopeds, whether they’re 50cc or 200cc, look the same. Depending on how the BMV decides to plate them, it could be difficult for law enforcement to differentiate licensed from unlicensed drivers. Yeah, it's not that harsh of a law by any means. I'm really surprised they upped the 25mph limit to 35mph, but then again 25mph seems a tad slow and possibly more dangerous? I'm not complaining.

I don't think it's too bad at all, I like the raised speed limit, now you can legally keep up with most in town traffic.. I do think that is much safer.. My only question is in the plating, are they going to take the vin off the scooter, or require the original bill of sale with the vin... I have mine still but many guys out there with 50's who bought them second hand may not.... How is the state going to handle that, the same as when applying for a lost title ?

I feel that if you're riding on the road you should have a MC endorsement, bike be registered and insured, regardless of cc. For both my and your safety and protection (ref avatar)

Yea my bike is Insured. 125 per year is a small price to pay, I guess i em disappointed that an insurance mandate was not included. a 400 pound vehicle doing 35 can do considerable damage. Just a few days ago I read where some guy was killed running his scooter into a parked car in Logansport Indiana.. Didn't say if he was wearing any safety equip or not. Perhaps Insurance would have done nothing in his case, but bodily injury property damage, some child running out from between parked cars... Yea I believe in insurance.
MC's Well i have one, but honestly I was driving motorcycles long before abate was in existence or the state did anything more than plate them. It has it's merits i guess, but a scooter has a different center of gravity, and handles a little different, I would rather see a safety course geared more for the scooter than a general MC.. Just my humble opinion.

I wouldn't be opposed to a drivers test of some sort, rather than just a sign test, for a 50cc scooter. If you pass you get your scooter endorsement on your License or ID card. With a MC endorsement you'd need a license, and I don't agree with that 100%--- for a 50cc (if you pass whatever test). Insurance on these things probably isn't that much anyway, which actually was surprising as well that it wasn't included.

50,000 scooters in Indiana? That's seems to be a high number considering the weather there. I'm guessing only 15-20% of that.

Probably more than 50000 scooters in Indiana. Consider that according to the Indiana BMV there are over 500000 suspended drivers licenses in the state. That's about 10% of the states population.

If a vehicle exceeds these limits, it's likely considered to be a motor vehicle, and its operators must follow the licensing, titling, and registration rules for a motor vehicle. I'm not crazy trust me. I know for a fact it did. It says the same thing here currently (25mph) under "motorized bicycle", along with how it has to be under 50cc and under 2hp. It's in alphabetical order: www.ai.org/legislative/ic/code/title9/ar13/ch2.html and that site IS official. Makes you wonder doesn't it? It's no big deal. I'm not saying you are wrong.

I hit 40mph and haven't had a issue yet. (Knock on wood). Maybe just getting lucky.
