A driver that works for NTS public transportation is on the Kendallville City Council told that moped and scooter registration and licensing is up for consideration again.

In the State of Missouri, one does not have to register nor carry insurance on a 49cc scooter. They are required to have a car drivers license to operate the scooter. Police rarely enforce 49cc scooters unless they are obviously doing something wrong. Now in some municipal districts( like in St Louis MO) they have 49cc scooter laws that coordinate with State laws. Like in St Louis, you must ride with a orange flag, otherwise you can get a $25 fine. In Belle MO and various other cities or towns, you must register it with the city for $10 per year and carry insurance. Cities and towns have the right to pass laws also and therefore are simply doing so. I own a 250cc scooter that is registered with MO, insured, ect.. So it falls under the same laws as a motorcycle- therefore can not be taxed by any city or town for any reason. State law trumps city or town ordinances where motorcycles and cars are concerned. A 49cc moped is considered a motorized bicycle- therefore under a different category. Cities and towns have been forcing regular bicycles to register with the city. So why not motorized bicycles? Really if you register it, that proves you own it. If forced to insure it, you know you are protected again someone suing you if you are at fault for an accident. But there again, if you have renter insurance, well in most States, the moped is covered under the policy. Since it is a motorized bicycle( bicycle is the key word) than it is covered in case of accident or theft under renter insurance. I own a 250cc scooter and it is not covered under renter insurance because it is considered a motorcycle.

I live in Vanderburgh county and they do not like scooters here. The riders don't know how or where to ride.the laws are very vague and the car's will come close to cutting you off or going around you. They have a web site where they post pics of riders they think are breaking the law, or they don't like the way they dress. Here in Indiana you have to be 15 yrs. old to ride a 49cc scooter. Register it with the county for a sticker so if it gets stolen they can call you if they find it. There is alot of scooter theft here, and accidents also. Mopeds were allowed back into Indiana because of fuel crisis in the late 70's. The state made laws for them, they were a pain to use and when the fuel problem was fixed the scooters were few and far between. Now we are going thru another crisis with the economy and the Hoosier attitude has changed. Scooter riders are lower class citizen's.

Easy answer is treat all scooters the same as motorcycles. I'm of the opinion if it's on the road with other traffic should be licensed and registered.

Hopefully nobody will give me any problems on the street but I won't hesitate to take care of it if they do.

Oh you misunderstand the job it unemploys you from is life. The smart way to deal with people on the street from a 2 wheel perspective is avoidance and flight. You will lose any fight. I have been commuting on 2 wheels powered and unpowered, from moped to Goldwing for 25 years trust me you don't pick a fight with a foe that has a 4-20 time weight advantage over you...
