Filing that type of complaint is what pay phones are for. Driving/riding up to a police cruiser and tapping on the window is not the best idea in the world. Not much good will come of it and the bad has the potential to become terminal.
A friend of mine did that once and the officer just started laughing when he figured out what was up as he said that wasn't too bright while he raised his 45 into view and told him he was about to shoot him through the door if he had made any more sudden movements.

Nah, he knew he was in the wrong. I see cops all the time breaking traffic laws and never see any of them getting pulled over. Knowing he's wrong won't stop him for arresting you (or just beating you to a pulp with a Maglite) for contempt of cop!

Yes...you need to treat cops like any other armed gangbangers!

I only ever had abuse from kids on the scoot. It was generally screeching little high school girls showing off to their friends. Other than that it was just bad road manors from cagers.
But not anymore! I've not heard a peep from anyone over the growl of my 600cc engine. And as for bad manors on the road? I took the bike to work for the first time Friday morning, just plodding along at 60 (the limit) and had a 4x4 tail gating me down a hill to a roundabout. So I had a nice long slow down, while he got closer and closer, then forced him to crawl round the roundabout at about 7mph while I got it in third. And then just opened up the juice on the exit. When he finally caught up with me again, he gave me a bit more space. I'm loving having enough spare power to teach cagers a few lessons now.

Yes...you need to treat cops like any other armed gangbangers! Not gangbangers but they have to deal with a lot of them. Too many of them take pot shots at the police nowadays especially when they patrol secluded areas. The incident I mentioned was up in the White Mountains where they were having a bit of a problem that they were trying to keep low key. My friend foolishly tapped on the window of the cruiser and said "License and Registration Please" as an opener to ask for directions which was not a very brilliant thing to do. I have on a number of occasions worked as a police and prison consultant troubleshooting their software and data issues. None of the officers I have worked with personally would I treat or classify as "armed gangbangers".

I have just over 300 km on my new scooter... in that time I have had two incidents already with other drivers: The first one was a woman who felt the need to pass me up a blind hill over a double yellow line (No Pass Zone) and I was doing better than the 25mph speed limit. When I reached the red light where she was stopped a few cars back from the right turn she was waiting to make I put my scooter right in front of her car so she could wait a lil bit. As the light turned green I moved up, she pulled beside me and says "that $h&t can get ya killed" I said so can passing someone up a blind over a double yellow moron, piss off!! The second was a Sheriff Deputy. I am in downtown Concord, NC in a 20mph zone on a two lane road with no passing. I am easily doing 25mph and this guy passes me in the SAME LANE!! He had no blue lights on, slowed back down after he passed me and just kept driving. He stopped for the next red light and I was pretty angry. I pulled up to his window, tapped on it and he rolled it down. I said "What is your problem?" All he could say was excuse me? I said you passed me in the same lane back there in a no passing area, are you trying to kill someone??? He said that he gave me room and I said I don't care, you passed me in the same lane, what if I had turned left? You would have planted me. I told him to do me a favor and if he see's me on the road to keep his patrol car the away from me, I am not trying to get run over by someone who is supposed to protect and serve. I left. That was it. When you went to the zoo as a kid, did you taunt the lions in their cage?

Both of us had our hands in view. I was angry but I also didn't get belligerent and cuss at him. Telling cops how I feel is just something I do with no fear. I have no warrants so I don't fear being arrested. I am allowed to speak my mind and I will for sure call them out if they are in the wrong or put MY life in danger because they are breaking traffic laws.
I debated with an old cop for almost 20 min in GA. before I called him a liar and said the conversation was over. All of it was over him pulling next to me at a gas station and hearing my stereo... (2-10's and 2 sets of components running about 1,200w). The thing is, he said he was at the light about 70 feet away and could hear my stereo, a complete lie as I had my volume almost all the way down for the past 3 miles I had been driving because I was on my Bluetooth in a call. So he tells me he could ticket me for my stereo and that I need to keep it down. I said you absolutely can not do anything and I can listen to it at ANY volume I wish. At this point he tried to be a bad a$# and took in some air and squared off with me trying to intimidate me... didn't work and I squared of with him with a smile. I said "something you want to say"? He said that if I kept getting smart with him he would arrest me and would take my stereo out of my car.
I let him know that if he kept harassing me and threatening me I would file a complaint against him for being full of sh%#. He was pretty hot by this point. He said give me your drivers license and I said no, I haven't broken a law and you have not detained me or read me my rights. I said, what you can do is apologize for wasting my time and stop being a liar. I told him that my stereo has been down in volume for a very long time and there was no way on this planet that he could hear it from the distance he claimed. I said nobody has called and complained about my stereo so you can move on, this conversation is over. I walked inside, got my stuff and left. He followed me most of the way home... so I kept the stereo off lol. It's nothing more than abuse of power... he probably didn't like the N.W.A. rap music I listen too and formed an opinion in his head of me and went with it. I forgive him though.

@ sailracer - No, but I have been in a bad motorcycle accident due to the fault of a person not obeying traffic laws and it almost killed me. So now, I don't take crap when it comes to me riding anything on two wheels. I don't care who it is. Other than that I am pretty easy going... but like I said, no warrants, I will get mouthy... to a point

I know I'm a little late to this conversation. But, what I'm taking away from this is,.... why is it you had a scooter out on the road with no title? Which, in-turn, means no registration, no tags, and no insurance? Fines, license suspension (then renewal), court costs, etc. could easily exceed $1500-2000 (at least here in OH)

The scooter was a gift and the title work has proven to be taking a while - it has never been titled since it was purchased new. It wasn't ridden and the only paperwork on it is dealer paperwork, which means I can't do the titling (there is no assignment spot other than to the original purchaser, who is not me) and so the people who gave me the scooter have to do the initial legwork before I can make the scooter legal. It wouldn't help me much in court, but I do at least have a motorcycle endorsement and motorcycle insurance. It was a nice sunny day and I had a new two-wheeled conveyance, - I just couldn't resist taking it into work. I'll be much happier when I can finally get it titled and plated to me, that's for certain.
