So I just spent the last 45 min trying to get the bolt that holds the rear tire off.. I tried a beaker bar, liquid wrench, impact wrench, torch.. Everything I could think of, and it did not budge not one little bit... What am I missing???

NOT! was that scooter by chance in a flood? Spray wd40 or kroil on it and let it sit for a few hrs, try again.

You need a very big hammer and a breaker bar.

With the condition of the gearbox it's likely that the wheel nut has been baked on there good from the heat and is dry and crusty. Penetrating oil, patience, a few whacks with a hammer to help the oil work it's way into the threads, some more patience, and then a big breaker bar.

You should be able to split the gearbox with the wheel on. Just disconnect the brake cable, remove the muffler.remove all the bolts and split the case. You can then take it to a shop to remove the wheel.
