howdy, i hope that works out well for y'all. it sounds like you are describing the clutch as it engages. it is possible that with it sitting so long, rust or oil has gotten in the works and just needs to be ridden regularly to get shiny clean again. you could also try a little more throttle or a little less to minimize the vibration and in a couple thousand miles do a regular service replacing the rollers and belt and sprucing up the clutch.
lotsa miles and smiles to ya ken

Get the wheels balanced as it did wonders for my Echarm . Scooters come with unbalanced and often crappy tires . When it comes time to get new tires try using premium tires like Michelin , Pirrelli or Dunlop . I was going to get Pirrelis but only had enough for Shinkos and they are far better than the Cheng Shin tires that came on it .
There is balance beads that you put in the tire after removing the valve stem . I have not tried them but some have said they worked for them . I have stick on weights and it is beyond day and night dif than it was with out em

You can get mixed results with the beads depending on the roads you travel on. A few chatter bumps can set the beads out of balance so badly that you will have to stop to let them settle and then start off again to get them evenly distributed and rebalanced. It can get really tiresome on a road with railroad crossings and rough bridge transitions that keep throwing the beads out of balance making it so you are constantly stopping to and restarting to cope. Ride with the beads out of balance and they can self destruct leaving you with a tire full of glass wool fibers that can be very hazerdos to then next person to change the tire.

Note: from Helix owners, the consensus on the BEST tires for them (in the oddball 110/100-12 and 120/ -10 sizes) seems to be Bridgestone. Be careful: some of them are only rated for 62MPH (speed rating J), you want L (75MPH) or better. Many shops have a very hard time balancing the little 10" rear tire, unfortunately. An unbalanced tire will not be felt much at low speed.

Check the clutch pads for glazing, and if they are nice and shiny, use a little emery paper to rough up the surface.
