Could have been a trash scavenger that thought it was trash and cleaned it up. You see them patroling the neighborhoods looking for steel and aluminum items that are being discarded. Some won't wait for you to put them out on the curb and will take items from the yard that look like scrap waiting for collection day. A co-worker took down an above ground pool and put the steel parts by his garage so he could load them into his pickup and collect the salvage himself. When he came out with the keys to move the truck so he could load it up the scavengers had already cleaned everything up.
The city has made scavenging illegal now because it has gotten so out of hand.
