ok i have a vip scooter and it was given to me, it has 3000 miles and has an 80cc bbk. thats all the mods, so when i got it, it kept backfireing and ddriving horrible. i took a look and the air filter hose to the carb was disconnected. after that i cleaned the filter, and put a new spark plug in, gapped it. drove smoother but wont go over 25. THE RPMS WONT GO OVER 5000. i put new 5.5 gram rolller weights in. the belt looks good, its a bando too. i cleaned the carb. i tried a whole bunch of jet sized and the 86 works great. i adjusted the vavles too .003 on intake and .004 on exhuast. runs even better, but wont go over 5000 rpms. i have done everything! it starts great and rides off with good acceleration but it wont go abouve 25, i even put a new cdi in there!
idk what it could be now, bad compression? bad rings? help!!!

some scooters have an electronic restrictor on the clutch bell. See if there is a wire going into the bottom of the cvt. also, is the exhaust obstructed in any way?

i was thinking about removing the exhuast and putting a new one on, i have another exhaust from an older scooter that only had 400 miles on it, so im going to put that exhuast and see. i dont think theres anything, i tried knocking on the exhaust to see if its broken inside, but its fine. and no there is no electronic restrictor man..  |

check diafram needle in carb, could be too high. Mixing in too much fuel.

theres only 1 notch on the needle, and the diaphram looks good. and the plug is a tan color!  |

ya the exhuast stll doesnt work, acceleration is great, but the bke wll never go above 5000 rpms!

btw it revs high when it is on the center stand, now with my weight on it, it only hits 25

Replace cdi with a new one if it is limited. It is a plug in part for the most part.

ok because i did replace the stock cdi for a different NEWER stock cdi that i had on a scooter 400 miles on it, and still no difference

Well just about everything covered. There must be some resistance in the drive train. It dont take much to slow down. I had a bad bearing in my final gear set that really slowed down my scooter. It took me a while to figure that one out cause it didnt make any noises to speak of. I hope the problem for you isnt as drastic.
