i have had a problem getting scooter to start, can get it to start once in awhile but it will just die,went and cleaned the carb, new spark plug checked to make sure i had spark and i do,checked fuel and vacuum lines , air filter and still nothing, cranked with the electric start until battery died, i went to charge the battery and noticed the positive side was very rusted not corrosion but rust, also after charging the battery it cranked but when i went to try again the battery didn't even crank, just nothing no break light no display on digital dash not sure where to go from here, any advice would be great, it did start and run last time i rode it

Check the fuse on the RED WIRE coming off the POSITIVE TERMINAL of the battery. And don't just look at it, if you do NOT have a VOLT METER or a 12V LIGHT TESTER to check it REPLACE it. They may look good but are bad where you cannot see the break. Alleyoop Get a 12V Light Tester they are invaluable checking for live wires on a scoot and they are very cheap a couple of bucks. You can find them at any good hardware store or HOME DEPOT or HARBOR FREIGHT etc.. And while your there get a Volt Meter they are also cheap under 10 bucks.

If you cranked until battery dead you may have burnt the cheap little starter also??
I NEVER crank my motors over any longer than it would take to fill up the bowl if I remove the carb,,if a motor doesn't start right up you need to check all the vitals first and see whats missing before doing more damage to the scoot by cranking a battery dead.

changed the fuse and it is cranking again but still no start, going to borrow a compression tester and check that and go from there, getting gas,spark and air so want to check that too

How did you check for fuel? Did you ground the plug on the engine or frame when you checked spark?

i pulled the gas line and vacuum line i put gas line and a jar and sucked on vacuum line gas came pouring out, i put the spark plug right on the engine to check for spark and got white spark off of it

Might want to make sure all the vacuum lines are good,,you could even by pass the petcock/pump with a straight piece of line to the carb and try that,,but if the float bowl is FULL of fuel I would think you have plenty of vacuum.
When you cleaned the carb did you make sure the pilot jet was clear(hold it up and look through it) by poking it out with a piece of steel guitar string or other? Ive seen a plugged pilot jet cause this also..

You need to verify fuel is getting to the cylinder as well as the float bowl. You might try artificially adding it to the cylinder. (I squirt carb cleaner in the intake though that may or may not be a good idea...)

cleaned jets and could see through them , the spark plug gets wet with gas, the gas and vacuum lines had been changed at beginning of season

Is the spark nice and blue,,what is your plug gapped at?
Let us know about the compression test results also..
