Powers on but the volumes almost non existant anyone else had this prob any help would be great

Try a different speaker or the radio is not the best. Alleyoop

I pulled the radio and tried a new speaker it's the unit has this happened to anyone else?

How many acutually have radios on there chinese150cc.? Im not being a smart a_s i just havent seen one before.

There was a radio in my scoot when I bought it, Under the seat just behind the battery. It was an old school dial type and looked to be worth maybe $5, It got yanked out and tossed in the trash along with the antenna....Never even tried to see if it worked. Also came with little 4" speakers that were screwed to one of the plastic pieces and had no holes to let sound through. Very sophisticated sound system in these scoots D8
To answer the original post, Most likely you have the same junky radio and speakers I had and your lack of volume is from the speakers being aimed at a solid piece of plastic. Just rip that junk out of there and save yourself some trouble later on.
