Roads got cleared off from all the snow so i took my project scoot roketa out for a spin, when i full throttle and back the throttle off it stays full throttle a few seconds, i did change the belt, could that be the issue.

your a 100 times better mech than me but did u think the cable itself is getting hung up maybe rust in the plastic sleeve

It worked fine before i changed the belt, cheap kelvar ebay belt its wider than the used gates i took off.

If the throttle cable is not sticking richen it up a little it is running lean due to cold temps. Alleyoop

both are good suggestions to make sure it is not the throttle cable sticking twist the handle and look where it hooks to the carb and let go of the handle and see if the carb returns to idle

The carb returns to close when i let back off the throttle but the engine stays high revs a few seconds after

Sounds like CVT to me unless there's like a vacuum leak for the engine to pull air behind the throttle body from. I bet that new belt is not wanting to travel back down the variator so much. Will probably improve as that belt gets worked in.

I richened up still stuck put the gates belt back it stopped ragged ten dollar belt guess you get what you pay for

So a belt change had that effect on your scooter ? I have had my 2T want to stay running at high RPMs after having it screaming and it would idle high for a minute or so at times . You may want to look at the return spring as on off road motorcycles they respond so much faster than a scooter as when you let go of the throttle grip it springs back to idle position faster . I played on a Keeway Matrix ( The GY6 disguised with a 2T exhaust instead of the normal Minarelli engine ) and it zipped back very fast

Stiffer torque spring could help correct that too, would it not? I kinda remember mine "engine braking" more when I got a new belt (it stayed at higher RPM's longer when decelerating). I still think it would work itself out once it gets broken in and loosened up a bit.
