My newest update: Today a friend of mine and I took the valve cover back off, hes a mechanic at a local shop so he knows more about these then I do.
The intake valve was stuck open, we tried to free it with spray and working it, we took the head off and the valve dropped the seat, when we removed the valve the seat is cracked and the valve is bent.
Now my issue is I cant find the right head for this engine, the valve cover has two bolts holding it on. All of the ones I have found have four bolts that go around the outside of it. Were can I find the right head for this engine?

Ok, here is an update, I took off the valve cover and both valves are opening and closing but im not sure how to set the clearance on the 150 its a bit different then a 50cc. Everything appears to be working ok, valves opening and closing and the cam is turning. But I wont know for sure till I get some instructions on how to set the timing. I know on the 50s that you use the round hole in the camshaft gear to help set it. But this one has three holes in it.
Also, I took the air tube off the carb and gave it a shot of starting fluid, still it doesn't do anything. My Plug is dry also, I don't understand.
gitsum...please share a link to one of those videos. Mine is a 150cc.

I have owned two different 150s. The first one was a generic Tao Tao model, it lasted about 1,000 miles, it had so much blow by that it threw oil out bad enough the person behind me had to run their wipers...lol Right out of the crate it was nothing but horrible issues. I paid $800 for it from some online dealer that I found out later scammed quite a few people.
When I ordered this TOMOS directly from the factory and had it dropped at my house it was the best 1,600 I have ever spent. I have not had one single issue except a headlight blowing.

I just got the scoot back today it has been in storage till I got a chance to deal with it. The shop I called suggested the valve clearance is out of wack...now that I think about it I heard a clattering noise before it stopped running, and I lost power on accelleration, but it didn't sound like it was from the engine, more like the variator under the side cover.
Either way the shop told me if I pop off that cover and both nuts are on the valve adjusters then I should just be able to re-adjust and get back on the road. I'm hoping that's the case. Knowing my luck both nuts are gone and have fell down inside the engine and have tore something else up.

I have a 2010 Nitro 150 it has about 5,200 miles on it. I've always kept regular maintenance on it. Its been the most reliable scoot till today. I left my house and went to the store, it ran fine on the way there but when I came out and hit the starter and the only thing it will do is turn over. I got home, took out my plug (which I thought might be fouled since its been in there over 4000 miles) Its got good spark. I have fuel to the carburetor from the tank. And its puffing air out the exhaust pipe.
I'm at a loss. The engine turns over fast, sounds like the spark plug isn't in it. ANY IDEAS?
