Going for a full rebore, nice. Refreshing your engine with a touch of extra power. if I had the money I would not mind doing some shop work myself sometimes I get tired of always having to make do

just a good hone and new rings should make a nice improvement most automotive cylinder hones are too big for a 100 cc cylinder so.. maybe use a master cylinder hone ?
also don't forget to check the valves

it sounds like you have low compression
most likely it is a damaged exhaust valve. A scored cylinder or chipped intake are also possible a new head is about 34 to 45 $ on eBay or Amazon however if you do a real valve job with new valve guides, seals, titanium retainers and grind new valve faces. You can gain about 1000 more RPM before valve float for about the same money but it's more work.
grinding your rocker arms smooth and optimizing the shape is good for another 1000 RPM but its even more work and you can ruin the arms temper if you're too aggressive every gram of weight removed from the valve train makes every other gram removed more effective

you don't set the time on a gy6 its factory set by the fly wheel key way only maybe half a degree of play between the pickup and the mag tab almost impossible to mess up if you want to change the timing get an after market cdi or shave the key

check the valve springs if they are not counter coiled that being the inside spring being twisted opposite the outside then the two springs can bind up at certain frequency
I have found wrong springs in both stock motors and after market sets your motor should be good up to 5000 rpm with only a single outside spring but will start dumping at the exhaust above that good enough for temporary fix is also somewhat more low end power with one spring on the valve
ty valve spring retainers and rocker arm grind and polish can push the valve float up another thousand rpm if you wanted

you all know how I feel about scooter bodywork get rid of it !!!! my girlfriend's scoot had two headlights @ 55w each the little power supply was not sufficient for that all the dash lights, running lights, and recharging the battery so everything was dim and the battery died and needed replacement every few months. I got some nice LED cube lights aimed one high the other low, put about watts back into the system. tucked them up behind the stock lenses and inside all the bodywork. looked better than stock The battery stopped dying and the running and dash lights stopped dimming at idle I think the stock bulbs where some ridiculous dim 18w×2 and the stator didn't have the amps for 55w×2

you can hand test for compression, if you can grab the variator and slowly turn over the engine you should feel the compression stroke. It will have significantly more resistance, if you have even enough compression to start.
a compression test is still a good idea

I have dealt with a loose headset bearing it doesn't look like that
I strongly recommend stripping those handlebars down so you can see what is happening when it wiggles like that
if its a broken weld then the bar needs replaced or welded
