Is there gas in the filter when it stalls out?
If the filter has gas in it, the carburetor should have gas in it. The amount of fuel in the filter would be considered "normal" and from the photos you provided you have gravity fed system, so no fuel pump.
How is the spark after it is warm and doesnt start? If there is spark its not electrical. (what Lain said)
So two questions are, is there spark when the scooter has warmed up and stalled out? Is there gas in the filter when the scooter has warmed up and stalled out?

Why are you wanting to replace the rims? They looked okay from what can be seen in the photos.
I also have a ZNEN 150T-F but mine has the same size front and rear rims(12x2.50), with disc brakes.
Just replace the tires and move on. 4.00-12 tires would be close to 120/70-12 or 130/70-12 (I run 120's in the front and 130's in the rear on 3 of my scooters)
