I'm having a similar issue with my scooter, in my case the suspect is a bad cable on the harness, cheaper and faster to replace the harness than troubleshooting it, also, check the stator cables to the CDI with a tester, in my case it shows 50+ volts AC.

obsolete stator ( that sucks I hate breakdowns STATOR HATE!!! It's been a while since my scooter broke down the last time, it is getting its revenge because I ride mostly my dual sport, lol.

It should go to the fuel line junction after the fuel filter, it is intended to generate vacuum, if you eliminated the vacuum petcock and installed a manual shutoff valve, you can plug it as well as the intake manifold nipple, just leave the fuel line straight from the tank, to the filter, to the carb fuel intake.

I rode my scooter with a plugged rear tire for more than a year, until the tire was worn and I had to replace it, no issues at all, after some time you couldn't tell where the plug was, it disappeared.
