It is not packing material, it is in the cooling air intake for the cvt.

842 is correct your scooter has 13 inch wheels and 10 bolts holding the cvt cover. If you get the elcheapo belt you will get a few miles out of it. Like 3 or 4.I have good belts on my site.

How many fuses do you have?
What are the colors on the wires on the 2 wire plug?
From the hip im thinking you have an ac system.
