I took the emissions stuff off too, here is a picture of the stuff I took off: That other black cylinder thing with hoses is something else.... Also, I checked the throttle cable per your instructions and it appears to be fine.

Ok because something is definitly not right, the motor sounds good the longer belt helped a lot the wheel is turning but not as fast as before because now it it higher in the clutch pulley. when it is idling pull on the brake for the back wheel to stop it from spinning and see if the motor does not loose rpms and die. Alleyoop I was hitting the back brake while I was trying to get the mixture right and it wasn't stalling when the brake was applied. Could the problem be the new throttle cable? I've never installed one before but it seems to work fine and appears to be installed correctly.

Yep, there is a filter in it. I recorded all of the hose connections. I'm uploading the video now and will add i to this post when its ready.

I sprayed carb cleaner around the carb but didn't see any changes in rpm. I forgot to mention that

No luck so far. But I wrote down some things:
Starting at 2.75 turns COUNTER CLOCKWISE, I recorded the RPM, checked the throttle for bogging down than recorded in which direction I turned the mixture screw 1/4 turn. For the RPM, I turned the screw, waited 10 seconds and than noted the lowest and highest RPM I saw during a 10 second window:
RPM / Throttle Bogged / Quarter Turn 1900-1940 YES Counter 1900-1940 YES Counter 1900-1920 YES Clockwise 1900-1950 YES Clockwise 1940-1960 YES Clockwise 1930-1940 YES Clockwise

The scooter is warming up now, going to give it another shot. Just to recap, things I've done:
1. Replaced throttle cable 2. Replaced Sparkplug 3. Replaced engine oil 4. Adjusted valves 5. Replaced belt with larger one 6. Removed tank venting system

good news: It's been running for 45+ minutes and no stalling at all. bad news: can't get past throttle issue.

seems like no matter where the screw is, it bogs down on throttle. Still trying..

does bogging down on throttle mean the mixture screw is too much clockwise or counter?
