I put all the new parts on it, and it started right up. I haven't made any adjustments to the new carb at all, but the bike is idling at 1600-1700 right now, and purring like a kitten.

Dude, he isn' ripping me off, he is hooking me up. Sending me a bunch of stuff for basically what it would cost for shipping.
I did try your directions rex, several times over. For the most part, I couldn't get to the point were I could adjust anything because the bike dies before it's fully warmed up.

We are not replacing the motor, he is sending a new carb, coil, CDI and spark plug.

So just for fun, I figured the fuel/air mixture screw and the idle screw only have so many possible combinations.... So I started with mixture screw at just 1 turn and the idle screw completely off. I would try to start it, when it didn't start I would turn the idle screw slightly and try again. After so many turns of the idle screw I would reset it back to completely off and turn the mixture screw 1/4 turn. Then do the whole thing over again I did it for: 1 turn 1.25 turn 1.50 turn 1.75 turn 2 turns and I couldn't even get the stupid thing to start! Anyone want to buy a slightly used scooter? It has lots of new parts and runs....well it runs.

I haven't tried riding it because it keeps stalling and I don't want to have to push it home like a chump in front of my neighbors.
Also, yes, it is a 150cc 157QMJ motor

I tried setting the tach to 0.5 and it was registering like 6000rpm before the wheel was really engaged.
I also ran out and picked up a new spark plug, just installed it and tried to start from a low idle screw setting. I turned the idle up just a hair just time until the bike started. When it finally started it was just above 3000 rpm. Right now it's running on the stand at 3860 rpm, waiting to see if it warms up or stalls.

I pushed that spark plug boot on better and turned up the idle screw a little bit. I got it running for a few minutes and I left it to warm up but it stalled a few minutes later. The first vid is of that, the second vid is me trying to restart it
I also verified the rpm tach in the vid

It doesn't sound too bad when its running,,as many times as you cranked it to start I'm still thinking air/fuel issue,air leak.Too bad you don't have another carb to try on there...also here is the video to check some of your electronics values,,its for 150 but they are very similar if not the same,,just too rule some stuff out bro..I think you are doing very good so far,,this scooter is just being a bear,,and its prolly a simple fix,,just hard to pinpoint... Mine bike is a 150. I will find my meter and give this a shot, thanks.

That is NOT idling at 2000+ rpms no way no how. Turn the Idle speed Screw clockwise A HAIR. Do you have the belt on the CVT as well? Seems like it is not getting gas. Have you checked if when cranking it fuel is flowing to the carb? Alleyoop The belt is back on the CVT and was on in the video. A day or two ago, I drained the super grade gas out and replaced it with regular, just to see if there would be a difference. How I did that was I opened up the drain screw at the bottom of that hose coming off of the bowl, directed it into a gas can and started up the bike. The gas flowed pretty good into the gas can the whole time. So, that was the gas going from the gas tank, past the fuel filter, into the carb, down the bowl and back out again. I think that means this isn't a fuel issue?

I made few small videos, one showing how I adjusted the valves, one showing my spark plug, one showing the few vac lines I have left, etc. The last one is my trying to get it to idle at around 2000 RPM, which I wasn't able to do. I merged all the videos together into one so you guys can see what I see:

I checked the side holes in the jets. They look ok. I also pulled all the emissions off and replaced the couple of vac lines that were left. I replaced the spark plug a couple of weeks ago, but I guess it's worth pulling it out again in case the way the engine has been running effected it.
I'm not sure how to check the other electrical stuff.
I'm going to recheck the valves in the morning after it sits over night.
