You probably need a larger main jet. Before switching jets, try raising your carb's needle. If you raise it all the way and it still bogs, that most likely means you need to up-jet.

If they are abandoned, then this is nothing but a spectacle. If they are stolen, it should be LE's duty to attempt to locate proper owners. As for making them street legal, the majority are off road designs never meant to be driven on the street, so that argument makes no sense. Just a messed up story on all sides.

You get the MCO from the dealer after you receive your scooter. In most states, you take the scooter, MCO, and bill of sale to the DMV. They check the VIN, look up the manufacturer, make sure all the numbers match up, then you pay sales tax (in most states), registration and/or licensing fees, and your done. Some states issue plates right then, others send them to you. I believe all states send you the title in the mail, I received mine in less than three weeks.

I'm 100% in favor of getting these riders off the streets, I've watched plenty of videos that make me cringe. I'm not in favor of destroying property. In most states, there is no law stating you must be licensed to own a vehicle, just to operate it on public roads.
Give them fines and jail time if necessary, but our personal property rights should be protected. Remember, it's a slippery slope to say this is ok, LE always pushes it to the next level if possible, and you could have your vehicle crushed sometime down the road just for being late on your registration.

That old fuel is only good for starting fires now.
Once you have the new carb on, use some Sea Foam, one cap full per fill up for a couple of weeks, it will help clean up your engine and fuel system.

I would definitely inspect the CVT as well. If all is well there, start by checking valve lash, swap out coil/boot & plug if you can, and do a compression test (most auto parts stores will let you use a tester in their lot). Last resort, pull the stator and check the woodruff key.
CVT- check rollers/sliders, guides, belt, and free play of all components
Valves- set to .004
Compression- 120-180, depends on the engine and head, anything above 120 is probably ok
Stator- the woodruff key keeps it in position on the crankshaft, if it shears off, your timing would be out of wack. Some partially shear/bend, allowing it to start, but run rough

I have seen posts about changing belt size improving performance, not sure about top speed. I believe most were used scooters that may have had the wrong size installed when sold.
Top speed can only be significantly increased by changing the final drive gears, and that usually requires a BBK to push.
