Hi all, I am, new here, I hope this is the correct area to post this question.
Firstly, I am considering purchasing a scooter from one of the recommended vendors here, I live in North East Florida. If I purchase a scooter on-line from out of state (GA., that probably gave away my chosen vendor) how does one get it titled correctly? Does the vendor do that for you? I read about the MCO etc. But I still lack knowledge on the process/procedure.
Secondly, I think I understand that when one buys on-line one assumes the responsibility of performing the PDI that is normally done by a dealer. Is this true? If so does the scooter come with a manual and instructions on how to do it? (I am a retired Engineer and more than capable of wielding a spanner [English for Wrench]).
The Scooter I am considering is a "Medium" Quality Motorino Cassini, that I have read more good than bad things about. Is there a recommended workshop manual one can purchase for it.

You get the MCO from the dealer after you receive your scooter. In most states, you take the scooter, MCO, and bill of sale to the DMV. They check the VIN, look up the manufacturer, make sure all the numbers match up, then you pay sales tax (in most states), registration and/or licensing fees, and your done. Some states issue plates right then, others send them to you. I believe all states send you the title in the mail, I received mine in less than three weeks.

the PDI can be done a home but to back myself up went to a small engine repair had them change oil and just look it over after a 15.00 dollar and gear change he marked he check trike and was ready for road. That's all you really need. But you can call Jim at rapid repair he can have it PDI and shipped right to you home ready to ride you really can't beat that I really wish I knew that before I got my 3 trikes

FWIW, I e-mailed "them" about a Motorino Cassini a few months ago, and I was told that Znen had told "them" that they could no longer ship them Cassinis, and that they had no more in stock... Have you spoken with "them", or just looked/researched online?

I emailed them 2 days ago but have not had a reply yet. Are they normally that slow? I did call and they said they ONLY sell Motorino scoots and did not elaborate more than that. I am still waiting for a reply to my email.
I honestly expected a better response form Valley.

Well, I answered my own question. I just called the local DMV here in SJ County and this process could not be easier.
1) Get MCO (Comes with Bike, Valley Scooters is good at helping with this I hear) 2) DL form 82042 from DMV webite 3) Call the local sheriffs office to make an appointment for THEM to come over and verify the VIN and endorse the form. (They even gave me the number to call) No riding an unlicensed bike to the DMV 4) Go into DMV and do the final paperwork. They (DMV) DO NOT need to see the Bike.
For anyone in FLA that needs to do this, do not be put off by your local dealer trying to scare you into getting the bike form them at a grossly inflated cost. BTW they also sell the lower cost Chinese Scooters but not at a low cost.

DELAWARE Scooter Registration 1) I don't work for the DMV
As it was explained to me, and through personal experience....
52cc or less is a "Moped" in DE. Have to get an appointment with DMV to either have the State Police inspection unit to check the bike for road worthiness and background check the VIN. They sign off and tell DMV to go with the registration and such. If no MCO, they conduct an investigation on why the dealer did not arrange for you to have one. (This can take a month or more). If they find the seller at fault (in my case he was, and apparently to another of other buyers) they can clear you anyway. You pay for five year registration and get tag for bike. Then you can ride.
If they find the seller not at fault, you have a scooter you can't ride.
GREATER THAN 50cc The bike is treated as a motorcycle. Still the same procedure. Call DMV for a DSP visit to your home, or bring the bike on Friday to the inspection lanes (have to transport on truck, can't ride it there). DSP signs off on the VIN and general road worthiness and tells DMV. If you didn't truck it to the DMV you then go get a temp tag from the DMV to ride it to the DMV for inspection. Go through inspection and hope they pass it.
***MUST BE FULLY DOT COMPLIANT*** Which means no special pipes, lights, etc., et al. Any changes to the bike must fully conform to DOT and all the parts must be DOT allowable or certified. This isn't a big deal with 50cc scooter models. About the only thing they'll get you on with a 50cc is if they catch you on the main roads and decide to dyno your bike. If it can actually run faster than 35 they you get it impounded, you get a ticket for riding an unlicensed motorcycle, no insurance, etc. They also do this in Ocean City, MD -- A LOT.
The only problem most in this state run into is changing the lights out for LED/CREE versions. BIG NO-NO in this state. About the only thing you can change to LED are the blinkers, brake light, and to add lights for visibility that have no function other than that. Although they do allow addition of LED lights for brakes and turn signals in the rear.
Do not wait for your MCO in DE. Make sure the vendor sends it with the bike. Make sure you get bill of sale. If the bike qualifies for a motorcycle, it is possible they perform the PDI and put a temp tag on it from their state. They do that here in DE with their bikes. Then again, we are talking store front and not drop-ship mail order.
Overall the law use to ticket scooters riding on the shoulder of the faster roads. Eventually they just let them run as long as they ride the bike lanes and you have your helmet on or with you. Here in lower DE it is highly advisable to add strip lights on the sides and back for visibility. Especially if you ride at night.
No word if you can have a laser on your bike. Like the "bike lane/fog triangle" types. So far I have not been stopped. Even had one state trooper tail me at 40MPH on the main road just to look at the way I had it mounted, along with the rest of my lights. If you put on on +50cc bike, make sure you have an off switch for it. Don't want it to fail inspection. Not a DOT accessory....
