I've had this GY6 scooter for about a year but have never filled the tank up all the way (it doesn't get used much.) Scooter runs/rides great with half a tank of gas but once it's filled all the way up it will die as soon as you start to move (seems like fuel starvation.)
It will run like a banshee on the center stand and you can sit in one place with the brake on and it runs perfectly. Once you start to move you'll move about 20 feet and it just shuts off. Any theories??

Try drilling a small hole on the gas cap. Sounds like it he tank is not venting when fully filled.

I have a 2014 Taotao quantum 150 with gy6, it does same thing it seems to be going into the vent line and then into the vacuum petcock for a vapor lock situation I just fill it 80% and all goes well

I had the same problem on my tao tao 150 and it was that the evap canister was not working properly and it was making the scooter flood out. The evap vacuum is on the intake and needs to be removed and capped off. Try that and see what happens. I that helps just remove the avap canister and your set and ready to go. Just dont forget to cap off the vacuum line going to the evap canister.

I had a very similar prob with my et4 Vespa ,,, seems o was overtopping and the evap system gets flooded and it ran like poo ,,, took off that system and BAM!!! Problem went away

Yeah I've seen a lot of people overfill and then cannot run well or they get fuel flowing out of the evap canister. I personally disconnect the vent line from the canister and just ziptie it high up above the tank if bottom mounted, or just up and to the rear if top mounted. You shouldn't fill the gas to the cap hole, a little under is where the vent opening on the tank is so if you fill it above the vent hole it will not work right unless the vent has a good opening for air to come in.

So I think I found the problem (but I don't understand it.) My fuel tank has two connections -- the bottom one goes to the petcock and I assume is the supply. The top one also goes to the petcock and I don't understand it's purpose.
If I overfill the tank, this top connection gets fuel in it and the scooter won't run correctly.
If I remove this line from the breather (or vent or whatever the top connection on the tank is) then the scooter races/revs like crazy. Is this the connection you guys say I can remove and cap?

As I mentioned above yes you can remove the line from the breather, top nipple hole, vent hole, whatever you choose to call it. The best thing to do is keep the hose on the vent hole on the tank but on the other end of the hose you attach a filter and ziptie it up on the frame above the tank but not pointing upwards, you don't wan't dripping rain to get in it. Take pics of the connections you are talking about, it sounds like somethings not connected properly.
