Ask someone to be your witness, your word is not worth if you have no witnesses, a buddy or a family member should be enough.

Why does he need a witness? He has the title. I'm assuming it has his name on it somewhere. Therefor it's proof that scooter is his property. He obviously didn't sell it since they don't have the title. Or the key.
Plus he has the texts saying they have it, don't call me, give the keys to Dan, etc. Plus I'm hoping all his texts to them, "Hey I just realized I didn't give you the keys but keep working on it" etc etc. ***** Anyways, even if the cops say there's not much they can do, contact them. The scummers might not know that and might get scared when you tell them "Cops are involved now." Besides, doing otherwise pretty much says "I'll just let the crooks win" Dunno 'bout you guys, I'm a VERY firm believer in the bad guys should pay for their bad deeds, not the victim. Of course, I'm a wimmin and we can get very vindictive when protecting our own....
Go after them, tiger! And keep going 'til they at least return your scooter. If the cops won't help, start seeing who knows where Dan or "Master Mechanic" lives or at hangs out. Don't give up.

One of my aunts lost a car because a scumbag mechanic didn't want to give it back and she had no proof that she gave the car to the mechanic, so the cops didn't have enough proof to search the place, the phone number might be stolen or belongs to someone else.

I didn't think about MM denying he ever got the scoot. Sadly I don't think like a scumbag. Or maybe happily?
Marcus, go to the police station as soon as your witness can go. Get that report filed. And when MM comes crying to you "All you had to do was ask" remember that he basically refused to talk with you and refused to deal with you, and don't cave.
And in the future (and this is for everyone, not just marcus) go with the guy taking your bike so you know where it is. And get something in writing that he has your bike to repair it and nothing else, making him sign it.

Just for future reference, put a tracker unit on any scoots you have. You'll know where it is and the cops will have all the proof they need.

Definitely report it to the police. Give them the two phone numbers. If they want to, they can get the names and addresses from the phone provider in like 5 minutes. They may take the report and tell you an investigator will contact you. Say OK, thank you, but don't just settle for that. Ask the officer who (name) will get the report. If he doesn't know, give it a day and then show up at the station again (in person, don't just call) and ask to speak to the investigators and find out who got your case assigned to them.
I don't know what size police department you have, and it may or may not be a big deal to a large department, and you may have to keep on their backs. If its a smaller town, they'll be all over it and investigate thoroughly.

Do you want to be nasty? After they return your scoot, contact the cops that MM is driving around on a suspended license. Hee hee. Also might be able to report an attempted theft? I'm ignorant of laws but it's worth a try, as long as you're willing to give some time for this. Me, I would pursue it so he doesn't screw anyone else like he tried to do with you.

When they show up, if they do, with your scooter, write down the license plate number of the trailer, tow vehicle, or truck they use. Take pictures of them and their vehicle(s) too. From all this I foresee you getting your scooter back with a torn out ignition, different wheels with worn out tires, an old torn seat, a hacked up wiring job to bypass the ignition lock, and who knows what other theft, vandalism, and general destruction. Have several friends and family with you when (if) they show up.
Good luck.

You surrender the Manufacturers Certificate of Origin to get the bike titled. Once you have the title registered in your name or at least signed over to you by the previous owner of record then you should be OK.
You appear to have his cell phone number which while its still active the Police can easily GPS trace to locate your bike or at least the person who has taken it.
Lesson here is to never turn over your property for service without a written service agreement and if not a brick and mortar shop then require that they present a valid drivers license so you can take a cell phone photo of it.
I will immediately email the picture of their drivers license to myself and a backup along with pictures of their vehicle and license plate so that they know a recording of their ID and photograph has been archived and recorded permanently with others who are expecting me. Some will pull out of the deal when they know that you have been photographing the transaction along with transmitting the images to another party and just leave which I take to mean that they were up to no good.
I hope they return the bike without damage or parts missing . Either way I would still report the incident.
