About 4 days ago someone i know but not that well. had been telling me about this master mechanic that can fix anything so i say ok have him pick up the scooter and i will pay him to fix it. So the guy picks it up tuesday night. The next day i realize that i forgot to give him the key to start it. I send him a text telling him untill i can get the key to him he has my permission to start it how ever he can i mean he is a master mechanic right? No reply at all. The next day i send another text same text no reply all day. so i finally leave a voice mail. At about 8pm wendsday. He sends a text about 3am saying "Mark no voicemails please dont leave voicemails, ? No im getting irritated so i text the guy that told me about this guy it takes him a whole day to reply. saying the guy is a real busy guy he don't have time to reply to pointless text and voicemails? ? Now im getting really mad supposely im supposed to give the key to dan to give to this guy? I sent a text to the mechanic telling him if he can please just return the scooter asap as i do not want to deal with someone that has my only mode of transportation that will not communicate with me. Still no reply? Now im really pissed. My question is have i just been robbed? Can i file a police report? Or is it too soon somebody give me some advice before i take this in my own hands and do something stupid

Do you have a address were it is?
I would just call the Police and have them meet you at the Butchers place.

Tell him you are calling the Police and you need the information NOW!

I agree, file a report with the police exactly what has happened and how there are zero replies from these guys. Then text or voicemail them that you've contacted the police and have a report filed that you will turn into a stolen vehicle report if they do not return your scoot in the same or better condition as what you turned over to them.
I bought a Breyer model horse on eBay from a woman with 99.99% positive, had something like 1 negative to many thousands of positives. Ad listed it as perfect condition, box was perfect, perfect perfect blahblahblah. Got to me and the box was moldy enough if anyone was allergic they'd have ended up in the hospital, plus the horse had a noticeable scratch down its cheek. I called and emailed her numerous times just saying "There's a big issue, call me collect/email/just reply." Nothing at all for about two months (although before the sale she was quite friendly in her replies). I called and emailed her one more time each way saying if she did not contact me by Mon morn, I was taking recourse against her. Of course nothing. So I contacted eBay who closed her account, contacted her local police, and per the USPS's advice contacted the FBI 'cause it was interstate mail fraud. Amazingly, Tues I got a frantic email, "What's wrong? My tracking shows you received your item? What's wrong??" My reply--"Feds knocking at your door? Too late now to make good."
The point being your scummers will likewise probably get REALLY willing to get back with when if the law is involved.
If they don't, then escalate the report to a true stolen vehicle claim. Because I agree with you, that's what this is unless you get really proactive on them.

FYI- In Vegas the cops will only take a report, and only if you have the MCO and bill of sale, then they will do nothing.
