I can post a picture of where the fuel is coming out of later, there is supposed to be a vent hose attached to where it's coming out

Are you trying to get the filter to fill up while the carb has gas in it already? If the carb bowl is full it cuts off the flow, so even if the tank is letting the petcock open nothing will flow until the demand arises. Also if fuel was unable to flow it would not come out of the carb.
Take apart your carb, make sure all passageways are entirely clean. Do not use carb cleaner with rubber or plastic parts still in the carb, and flush it out with gas or seafoam before putting any plastic or rubber back. Carb cleaner has been known to eat through some materials, and ontop of that cleaners can taint the gas that passes through the carb if it wasn't flushed out first and give you no starts, or poor starts, or poor performance and idling or all of the above and more. I've had to go back before and do it again, but some times I was able to just put seafoam into the carb and keep turning the engine until it flushed out enough to be useful.

I guess I'll have to clean the carb again. I'll update when finished You can test the petcok very easy . all you have to do is suck on the vacuum line that's connected to the petcock and gas's should flow through it. I along with others have just eliminated it and use a manual shutoff valve.

Cleaning the brand new carb seems to have done the trick. The petcock was stuck shut and just couldn't be initially opened with the relatively weak vaccum from the engine, it now works fine. I am still experiencing some slight fluctuation in idle RPMS but it isn't anything that a simple tuneup can't fix

While I'm in this thread and because I don't have school anymore...do you guys have any ideas for any fun/cheap mods I can to to make my scoot run better or look cooler? I'll be really bored when not working and I figure I'll do something constructive. I'm already planning on a uni but I don't know what else to do. Maybe some LEDs?
It's a 2007 Jacket 150s with a completely stock GY6 engine...I know it's a pretty cheap scooter but I'll mainly just be put-putting around on it anyways

Also put alotta chrome on it... exhaust, cvt cover, and other trim and parts.

I know people who use phones and drive and they call me grandpa for getting mad at them for doing it. From what I've seen if a cagers phone stops working or drops a call they will not stop driving or trying to use the phone. Instead they will take even more of their attention off the road to tend to their precious glass bricks....

I got an LED taillight, this one: www.ebay.com/itm/12V-Smoke-20LED-Motorcycle-Brake-Tail-Turn-Signal-License-Plate-Integrated-Light-/201271665772?hash=item2edcb9e46c&vxp=mtrIt took some creative engineering. I took the red lense off of my existing one, then just removed the rest of the light part. Then, just installed that one. It has turn signals built in to it. Yellow LED blinker lights that match the LED blinkers I installed. It looks cool, and it's about $25 for the taillight, and the blinkers. One thing. Your taillight may be running off of AC power, as it is now. If it comes on when you turn your key, BEFORE you crank the engine, it is DC, and you can leave it as is. If it comes on AFTER you crank your engine, it is AC. If you have AC power, you will need to run DC power there for the running light. Either run a wire from your battery, with a switch in line(you have to remember to turn it on and off!), or a wire from the DC line coming off of your ignition. The line connected to the brake switches is DC, so the brake light line is fine.
