While I'm in this thread and because I don't have school anymore...do you guys have any ideas for any fun/cheap mods I can to to make my scoot run better or look cooler? I'll be really bored when not working and I figure I'll do something constructive. I'm already planning on a uni but I don't know what else to do. Maybe some LEDs?
It's a 2007 Jacket 150s with a completely stock GY6 engine...I know it's a pretty cheap scooter but I'll mainly just be put-putting around on it anyways

Cleaning the brand new carb seems to have done the trick. The petcock was stuck shut and just couldn't be initially opened with the relatively weak vaccum from the engine, it now works fine. I am still experiencing some slight fluctuation in idle RPMS but it isn't anything that a simple tuneup can't fix

I guess I'll have to clean the carb again. I'll update when finished

I can post a picture of where the fuel is coming out of later, there is supposed to be a vent hose attached to where it's coming out

The vent is the vent port on the carb. I believe I have isolated the problem, I am getting vacuum from the engine but it is not bringing fuel through the petcock and into the filter. I have cleaned the petcock now and that didn't help. This confuses me because it was working just fine before I filled up on gas again

I've already cleaned the tank. I will try cleaning the petcock but I'm still confused as to how gas was ejecting from that vent port at the top
Yes,I have replaced all lines that fuel sat in as well as the filter

Hey guys. Thanks for all your help. I ended up purchasing a new carb. My scooter ran great....until yesterday when I filled the tank 3/4 of the way up. Now it won't start at all. I'm getting a clean spark and it initially started up just fine but bogged out as soon as I took off. I didn't have a vent hose (the port nearest the diaphragm and needle cap) before and it was totally fine....now there is fuel coming out of that port when I turn the engine over. I am absolutely clueless and honestly a but frustrated that filling up on gas caused an issue like this. Do you guys have any idea what might be my problem? By the way, when I throw a vent hose on there, it doesn't fill up with gas and the engine still doesn't turn over correction* it does turn over but does not start

Here's the thing: when you really have no idea where a problem lies, it doesn't pay to get extra focused or obsessed on a solution that is not necessarily the problem. I'm all for figuring stuff out, but here goes nothing: how about a new carb? About $25 , and you can swap the whole thing out and move on to the next problem. If you are trying to save money and learn something... by all means keep working at it. If you just want to ride it, though, swap that thing and move on. I completely understand where you're coming from. If cleaning it another time doesn't do the trick I'll take your advice and drop the 25 on the new one

I see that the black dust covering it is carbon fouling and is due to an AF mixture that is too rich

I cleaned the carb because the scooter was bogging out with throttle. I cleaned it using a small piece of wire brush and carb cleaner. I removed the parts that I felt needed cleaned (needle, spacers, main jet, idle jet). I did not spray cleaner near any of the diaphragms or seals. It seems as though the spark plug is just black now. It may have been gas on top of the 'fried' part that made it look like oil. I have a picture but I don't know how to post it.

I let it run for five minutes usually before adjusting the A/F mixture...although it should still change RPMS when it is being enriched
The spark plug is wet with oil, a shop told me that this could be because it was recently transported on a trailer
