Mine is a 2006 and when I bought it " used " there were no emissions crap at all on it .

No I bought a new engine from eBay the year after I bought the scoot. No real reason but because I was going to do a bunch of mods and wanted a new engine to start with . My scoot had around 1500 miles on it when I bought it in 2010 " I think that was the mileage " now it has 0ver 13 k on the speedo and about 1200 on the new engine .
