I have a 150cc that when I hit the starter, I get the click and power to the starter, but it doesn't turn the engine. I removed the right cover removed (which also removes the stator), I hit the starter for a second and it turns the engine. I replace the cover, and hit the starter for a second and the relay clicks, but the starter won't spin. I opened it up again to check the underrun clutch, and turning the rotor one way it spins freely, turn the opposite way, it spins the engine, making me believe the underrun clutch is good. Right now I am thinking a weak starter that cannot turn the engine with the magnetic force from the stator in place, since when I remove the cover it spins the engine. Any thoughts?

My 50 does that same thing when the ground is not connected.

That click sound is your SOLENOID, do this jump the two terminals on the Solenoid and see if it spins your starter. If it does then your SOLENOID is bad. If when you jump the SOLENOID you hear a HUMM or BUZZ from the starter then its your starter. Alleyoop

The solenoid is good, and the starter spins the engine when the side cover is off (the stator is out of the engine), so I know I am getting power to the starter and it is capable of turning. However, when I replace the cover, and the stator is in the rotor, the starter no longer spins the engine. I've narrowed it down to either the starter is too weak to turn the engine with the magnetic force of the stator, or there is a problem with the underrun clutch. I am leaning away from the underrun clutch, as when I manually rotate the rotor in one direction it rotates freely and does not engage the engine, when I manually rotate it the reverse way, it does engage the engine, which in my mind means that it is working. Just wondering the thoughts of others who may have had a similar issue. I have ordered both parts and they should be here tomorrow or saturday.

I hope your putting the right cover on right, the idler gear fits into a sleeve built into the back of the cover to hold the shaft of the idler gear straight. If it is not in the sleeve it will bind and the starter will not be able to turn it to then turn the starter gear clutch. If it was the starter clutch you will know they make a chain like rattle which you know is teeth to teeth metal sound.
Also have you checked your battery, it may be weak. One way to find out is jump the battery, many say it is fully charged but batteries lie when you check them. The mulit meter is reading the surface charge and will read good but may have a dead cell or 2 and when you put a good load on them they drop like a rock. Alleyoop
