OK, sounds like the valves are good so it has to do with the carb.
Now about the throttle cable. There should be about 1/4 of an inch of PLAY from the closed position to WHEN IT actually pulls on the cable and starts to open the butterfly. IS THERE play? just grab it with your fingers and twist it LEFT and you will feel that it takes a little more before it actually starts to pull on the cable.
If that is ok what you said about moving it back 1/8-1/4 makes it speed up that means it is RUNNING LEAN.
So Turn the Fuel ratio screw 1/2 turn Counter Clockwise. Give that a shot. WE ARE GETTING THERE with that last remark about the 1/8 back it gives it gas. It is not is is shutting off some of the air and the mixture is then better that is why it speeds up. Alleyoop

It just started right up. The back wheel was spinning fast. I very slowly turned the idle screw to slow down the back tire. Just as I thought I was getting close, it stalled and won't start back up. Will try again after a break

Right after the video ended I turned the idle screw 1/8 of a turn counter clockwise an the scooter stalled instantly.

Right now its refusing to start back up, and when it does, it shuts off right away.
I noticed when I took the gas cap off there was a suction sound.

I'm going to take the valve cover back off and put a bead of liquid gasket around it to make sure it isn't leaking.

I tightened up the valves just slightly, put liquid gasket on everything and put the valve cover back on. This time it started up, seemed to be running ok, but at a high idle. I attempted to adjust the idle screw slightly each time, and just when I thought I was close to the wheel not spinning it stalled and won't start.
Right after it stalled I took off the gas cap and there was a suction noise.

Will it stay running with the gas cap off, or loose? Seems to run the same with the gas cap off. I had to turn the idle screw up to get it to start, then it was too high, as I was turning it down it stalled, no it doesn't want to start. Here is a video I took right before I tried it with the cap off:

OK, one of your problems with the THROTTLE cable is it is adjusted wrong. Notice when you let go you can still turn it more away from you . Take a picture of the RIGHT SIDE of your carb where the cable hooks up to the carb like this picture: Alleyoop Here is a VIDEO of my throttle grip notice the play before it ACTUALLY pulls on the cable to open the butterfly in the carb.

I just started it up and it sounded like maybe I have the idle correct now, I recorded it. It still stalled on me, but maybe now that the idle looks good I can figure out what's causing the stalling?

I loosened the nut on the cable at the handle bars and that added some play to the throttle. It still works both ways, but it has play in it.
I just started it and it started right up, the auto enricher did its thing and then it idled ok. I revved it about 25% and held it and the engine was bogging down, then stalled.
EDIT: after it stalled it refused to start.

How in the heck does the throttle work both WAYS? You don't have to start the motor for this, take a video of the throttle cable at the carb while you turn the throttle grip forward I want to see what the cable is doing.
And yes once the ENRICHER cuts off the tire does not spin and the idle sounds good.
THE BELOW INSTRUCTIONS what you want to achieve is to get the HIGHEST IDLE from the ADJUSTMENT. If the idle goes up so high doing this then lower the IDLE USING the IDLE SPEED SCREW.
Ok after you take this video, Do this, start it up and let it Idle down where the wheel stops spinning and do not give it throttle BUT turn the fuel ratio screw COUNTER CLOCKWISE 1/4 turn wait and listen about 10 seconds or so to allow the motor to catch up with the new setting and see which way the IDLE goes UP or DOWN. IF the IDLE GOES UP REPEAT the 1/4 turn UNTIL the IDLE does nothing or drops a little then Turn it back CLOCKWISE 1/8 of a turn HALF of the last 1/4 turn.
If the above First 1/4 turn Counter Clockwise does nothing then turn the screw BACK the 1/4 turn CLOCKWISE and repeat the above but CLOCKWISE. Alleyoop
I have a suspension on why the throttle pulls the cable in both ways but lets get this done first.
