I couldn't get it to start but I recorded how much fuel came out of the drain screw:

YEP, it wont't start because not enough fuel in the carb bowl to cover the jets, that appears to be the problem. If you leave it sit the gas in the line from the filter to the carb finally drains in and fills it up enough for it to run a few minutes.
So now lets check if its the Carb Float or the PETCOCK that is causing the problem.
Disconnect the fuel hose from the Carb and stick it in that cup and crank the motor over as it is cranking fuel should be coming out pretty good filling the cup. Alleyoop

And it could also be a clogged FUEL FILTER so do the same test without the fuel filter.
If with the fuel filter the gas does dribbles out when cranking then take the Fuel Filter off and crank it again and if it still dribbles out then you know something is wrong with the PETCOCK. If with out the FUEL FILTER it comes out good then you know the FILTER is restricting fuel flow.
IF FUEL FLOWS GOOD into the cup then it is your FLOAT in the CARB that is set wrong. Alleyoop

Bummer I would have hoped it was the fuel filter just a little bit clogged or the Petcock. So it appears the carb float has a problem, and you will have to take if off and adjust the float. Now do not do anything else to the carb, it appears it is set OK from the last Video it idles good and runs good it just appears it runs out of fuel. So take the carb off and here is how to adjust the float: Alleyoop See the tab that the Plunger is attached to to shut off the fuel You need to bend that TOWARDS just a little to get it to close off later and fill the bowl up more.

I think I might need a new carb. The screws to get this one off (the auto enricher and throttle screws) are all stripping and not turning.
Also, if I turn it over, the 4 bolts to the float cover all have no heads on them.

So I got the float cover off by using a dermal to cut the screw heads. But, the float looks fine to me, I measured it at 18-19mm. I recorded how I measured it to make sure I did it correctly. I will leave the carb off the bike for now incase there are other things I need to check.

I would bend it a little to measure 16-17 so you get more fuel in the bowl. The fuel amount that came out when you drained it definitely was not enough. Then put it back on and give it a shot. The only other thing would be the Flow which you said was good. Now Dribbling out when cranking is not good it had to sort of stream out in good amounts DID IT because you did not Video that? I haven't given up on this, I was just out of town. I ordered one of those rpm gauges, I think it wraps around the spark plug wire. It should be here soon and I wanted to just make sure my mixture is correct before changing anything inside the carb, just in case. With the gauge I should be able to tune it properly and then see if it's still having issues.

Yes, a tach I believe is very important its your fortune teller really you will be able to tell by the rpms if something is going and or needs attention or its running good. Alleyoop

I got the new tach installed and put everything back together. At 1800 RPM, my back wheel is spinning pretty fast, but I thought I wanted to idle at 1800?

After the ENRICHER cuts off after about 3-4 minutes the IDLE should go down. After 3-4 minutes the idle should drop and it should be around 1500. If it is idling after say 5 minutes at 1800 lower the idle using the IDLE SPEED SCREW until the rear wheel does not spin OR just wants to turn.
1. If lowering the idle still spins the rear wheel fast then you have a CLUTCH problem or Variator problem.
If #1 occurs take a VIDEO of the CVT with the cover off and idling so we can tell you what the problem is. Alleyoop
