Sorry for the late response everyone, good news i finally got it running, thanks to everyone's help. It was between the starter, starter clutch and the battery, because i bought a new battery and i took apart the starter and cleaned up. One quick question though is the starting disc plate supposed to go onto the splines of the crankshaft mine wont fit all the way for some odd reason.

They only go on as the Plate is thick which is what maybe 1/16 of a inch and then the nut tightens on the plate. If it went on further and left splines sticking out the nut would tighten on the splines and not the plate. Alleyoop

That does not go on there that is for your KICKSTARTER your Variator Outside Fan Pulley goes against the BELT, then that goes on the outside of the Fan Pulley. Alleyoop See that Kickstart piece on the outside of the pulley?

yea that's how i was putting it back together, i just did it like this to show that it does not fit onto the splines of the crank shaft to to push against the outside fan pulley star washer. or is it not supposed to?

NO but yours looks like it is has tabs broken off they are supposed to grab the PULLEY take a pic of the PULLEY. and the shaft just with the VARIATOR on. Alleyoop

Ok first pic is with the variotor and washer only, you can see theres i little spline of the crankshaft exposed for the other piece to go on but it wont fit onto the splines. Too small. . Secon image i how its supposed to go if the piece that connects with the kickstart would fit correctly.

So like you said alleyoop, it would go only 1/16 inch and then the washer and nut would tighten it. It wont even go on at all, i think i have to order a new one, due to without out its not get tight enough. When i turn the scooter on the outside variator wobbles and so does the belt.

update counted the teeth on the starting disc and its 17 not 15, so that's why it does not go on. I don't know why or how i ended up with this one. Going to order the new one

Yes, I was going to tell you after I just saw the pictures that is the wrong kickstater piece for that scoot. Notice the white markings on the Variator that is what the piece should look like as well(IF that is the right Variator Fan for that scoot). Alleyoop
