Hello, I hope this will help me a lot.
I had problem with my scooter hard to starter. Because scooter was sit in storage about two months no running. I decide need warm up my scooter but I trying starter keep went died, I tried kick-starter still went died and I tried recharger battery still went died. My Scooter group come help me with that. He is think might gas cause water inside? That's true? I was tried HEET Water Remover and Injector Cleaner didn't help. Should I remove gas out from tank? Or what can I do with that?
If you don't understand what I saying. Just ask me question. Thanks.

yeah, fresh fuel, clean the carb... and it should run... if it don't after that, then it's time to check for spark and compression.

Letting fuel in a 2 stroke sit for long is not good. The 2 stroke fuel does go bad pretty fast, especially if it has not been treated with an additive like Stabil or Seafoam. Your scooter probably mixes the oil and gas from two separate tanks though, so the oil tank should be fine. If you have water in the gas tank (happens because of condensation) you can drain the water out of the bottom of the tank.

remove the spark plug put a table spoon of oil in the spark plug hole let it sit for a minute the with the spark plug out turn the engine over by hand a few times . Put the spark plug back in and see if it will start .
