I want to make the engine water cooled, and I know only the ruckus's are water cooled

You can't do it you need to get a water cooled motor. A water cooled motor has a pump, radiator, fan, temp gauge, temp sensor etc..

There is AC to LC kits where you replace the fan with a water pump but not so easy to find a place to mount a radiator

Ok. Sounds like too much work. My bike is fine air cooled.

There are some body style scooters that come with both water and air cooled . That might be the way to go . This will be a lot of work .
