Modded they could hit 70 MPH sure . I would love to see Top Gear to a 49cc challenge to see how fast they could get a 49cc without using a BBK

Aimed at super bike riders for tooling around at track meets and such. Cost as much to a bit more than many 250's though.

Caught this a few days ago streaming on another site. The first half of the show just made me feel bad about my scooter. They talked down so much about them, like they are little toys, and from looking at them on the scoots, I can kinda see why.
The second half was okay, made me want a motorcycle instead of my scoot though. Long way to go for me to get a ninja or a hayabusa even used.

Takes huevos to ride into Sturgis on a scoot. Takes luck to live to tell about it.

When I'm on my scooter, just about all of them wave. Not sure why this is, but I think it's because they won't wave at anything that even remotely looks like it's copying their bike. Obviously the scooter doesn't look anything like a Harley. I wouldn't have any hesitation about riding to Sturgis on a scooter.

Nothing wrong with riding a scooter but I would not dare ride a rice burning scooter to Sturgis . I would love to get a 1960s HD 2t 49cc with 3 speed moped and ride it at Sturgis for laughs .
I know and have met many HD riders and all were nice to me . Who would not be happy riding with some thunder . The crotch rockets guys are snooty , well several have been but not all . I have met several on scooters that were cool and we had a friendly race but even on scooters I ran into some wankers .

I get a lot of complements from Harley riders when out on the scooter. Some downright envy if they ask about top speed and fuel economy. The only off comment I get from them is about my wearing my gear as it is obviously too hot to wear a full face helmet, armored jacket and gauntletts. When we stop and I am the only one not dripping with sweat those comments kinda fade off.
Lets face it the Top Gear choice of the Fly 50 was to get laughs and such.
Riding in on the Piaggio BV350, the big MP3 or the Scarabeo 500ie would have been much less laughable. The Aprilia Sport City 250 would have been a sane choice too as it would keep up with any group riding at even interstate speeds.

If they wanted to make a valid point about them, then using one of the ones you suggested would make sense. They didn't want that because it wouldn't have been funny, not that it was funny to begin with.
