The scooter is a Linhai 50cc 4t qmb139. Its a "Taotao" with a few uncommon parts like the restricter in the pic. fuel sender bolts wit 4 bolts, and the starter relay is a plug like a "yamaha". The scooter runs the same with are without the restricter connected. I cannot get above 32mph, It's just "splutters" until i back off throttle even down hill. Do I have a restricted CDI?

I'm actually wondering the same thing- I know when you hit the rev limiter on a car it cuts spark which is a very distinct and odd sensation- it's almost as is you're getting a dead misfire (which you effectively are) at a rightly high rpm. I'm assuming it has to be similar on a scooter but I don't know that I've ever experienced it...

I never felt any sputtering when I experienced it, it just refuses to go over 7,000 rpm!
Once when I put the stock CDI back in the 150cc for giggles, sure enough the tiny tach i got since the blue CDI stopped at 7k and said the scooter never went any higher. Also, a GY6 I did a tune-up on (and had a factory tach) would not go past about 7k, not even picking up speed downhill. Likewise, this Kymco I've been fixing doesn't have a tach, but it sure sounds like the rpm's get to 7k and stay there.
Next time you go down a hill that most 50cc riders might like to measure their 'top speed' on, listen to your rpm's. If they don't sound like they go any higher than normal WOT (for a flat slope), you may be limited.
I can't see any pic of the part you're mentioning. Does WOT sputter like this at low speed as well as high speed?

I have no need to spin higher than 7K anyway,,thats way to much for a GY6 unless your racing..I cruise around all day at between 5 and 6K 45 MPH,,no sweat,,when I get my BBK and taller gears,,I will be cruising 50+ at 6k,,not bad huh ;D
I had lighter rollers in there and it would rip 7K out of the hole,,I noticed no difference at all in acceleration from the heavier rollers pulling 6200 out of the hole,,so I figure if I dont have to spin the poor china girl motor that fast why bother...

Yeah, since I got to my CVT's 'happy place', I don't see much over 7K as well. I agree that accelerating at 6,500 seems just as good as at 7,500rpm, BUT this is only after intake and performance pipe so it can breathe really well now. Before that it seemed doggish until the rpms got up. It seems having your pulleys tuned right as far as 'belt gearing' is more important than rpm. But, before the performance pipe, I spent at least 2-3,000 miles spending time in the 7-8k rpm zone, and she's ok After I put the performance pipe on, rpms started to approach 9k at top speed, that's when I decided to experiment with heavier sliders.

I cruise at a tuned 7200-7900 on purpose. It just feels right.Anything over 8500 is too much. 7000 its just winding up.
