Not a scooter topic, but it is chinese. I know there where a few chinese cars entering the market, but disappearing quite fast after that. This dealer seemingly is intent on selling Chinese, electric, Smart-lookalike cars on his site for just $10k. Maker is seemingly Roketa! It also has 4 disc brakes, so no regenerative breaking; and it's range is only 50 miles.

Going over the pictures, it's made very basic. They use industrial equipment, and a clone of a smart car body. They could have fitted all those electronics under the rear seat and put an extra tire in there as well, and make the front more open with a radiator for airco for the closed version (doesn't have airco, because it's an open version without fixed roof and doors), and a storage space in front. The front is much unused space that should be converted to storage (trunk).
The car doesn't have airbags, and is made out of plastic. The motor seems to be rather small. Seems like a bit overpriced, if china would make this car with a 400-800cc engine, it would probably be sold for $6k.

I think those are quite popular in Florida in the large retirement communities there. If they are electric, and the speed is under 30mph then they don't have to be registered as the government considers them golf carts. There are some other states where one could use them like that too. it depends on the laws in the states. The owners have to stick to the low speed limit residential roads though.
With a internal combustion engine the little cars would have to meet the Federal and State laws on safety and emissions, so it is doubtful they will make them to sell over here. As electric golf carts they can pretty much ignore all the laws.

They have a couple EFI 800 to 1100cc dune buggies / go carts. Stick one of those into the three wheeler. Or find a wrecked sport-bike with front end damage to cannibalize.

Go to youtube and watch some Chinese cars in crash test videos. You'll never want one. You can see some dummies get obliterated.
Their auto industry is a fractured mess of a thousand startups with little car building experience prior to the mid nineties. They do not know how to make crash structures well. They tried to buy Hummer when it collapsed to get lots of industry secrets and some technology, but GM scuttled it at the last minute because they realized helping them advance their auto industry, would put more nails in the GM coffin.
And while I never buy American cars anymore, I certainly would not switch to one from China. It took the Koreans 20 years to make high quality autos, and the Chinese are behind where Hyundai started from back then.
