You really need to check the crankshaft for side play, as mentioned above. That includes the rod AND both ends of the shaft-- flywheel side and variator side. It's an absolute MUST, and it'd be pointless to put a new top end on with a bad crank.
Even if the crank is good, you still have a major decision(s) to make. Taking the gamble of just replacing the whole top end without cleaning the GUARANTEED metal shavings in the engine case(ALL OVER, not just the bottom), is not the best decision to make-- if you don't want major problems down the road.
I'm not even sure flushing the engine is good enough-- but is better than nothing. Doing the job right means not taking the easy/lazy way out.
Who knows what the previous owner did. You said he just rebuilt it, but it doesn't look like it to me! Not someone I'd ever let touch my scooter.
Just throwing on a new top end risks the crank going out, if it hasn't already. It could go out the next day, month, or MAYBE you'll get lucky. If it does go out, you risk having to replace the jug and piston again. The crank/rod wobbles when going out.

Might just buy a new engine Give the look's of this engine what rob suggested might be your best bet at this point. But if you like to tinker, and we all like to tinker a bit form time to time, just replace everything inside the case. Something went south-- heck all the way south to Hawaii and not by row boat. I wouldn't trust anything inside that case. My .02

Plus, you'll have spare parts if you buy a new engine. Some new engines come with carbs, even CDIs...etc.
Spare parts are great to have!

Alrighty...I am convinced... I am going to drop the engine and see if I can clean it out for possible metal shavings. I would hate to put on a new cylinder and head just to wreck them down the road.
The guy gave me all the receipts when I bought it. The engine was rebuilt less than 700 miles ago... who knows what the mechanic did to it... Possibly the oil pump went out or something too which wasn't replaced...
Has anyone done this before or can point me to a how-to guide to drop the engine?
It is a 2011 Jonway.

hmmm...
I am now wondering if it would be easier to just but a new engine. Would essentially have a new scoot...
Not to mention all the spare parts mentioned by Onewheel.
I have already spent about $50 on a new head, and I would be spending about that much on a new jug and piston. Not to mention all the work involved in tearing the old one down!
Does anyone know where I can get the best price on a new 150cc GY6 -- including the shipping? I live in Arizona.
Also, I am not sure if I need long or short - how can I tell this?

157QMJ is stamped on the engine - unless I am looking for another number?
The Scooter model is Jonway YY150T-12 which is stamped on a plate on the front.

Go on ebay u can get a new 150cc with a great carb a cdi a voltage regulator and more for about the same price . Thats what i did .
